Filipino Aunt Arrived in Korea: "Everyone's Jealous... I Will Save a Lot of Money to Help My Family"

"I love Korea the most... I want to save money to attend university and start a business"
Started childcare and housekeeping job training, including specialized education
Starting on the 3rd of next month... Approximately 1.19 million KRW for 4 hours per day

"There are many friends who want to go to Korea (from the Philippines). Everyone is envious."

On the morning of the 6th, Ms. Glory (CAILING GLORY MASINAG·32), who entered through Incheon International Airport, conveyed the high local interest in Seoul's 'Foreign Domestic Worker' project. The Filipino domestic workers who arrived in Seoul that day stepped into Korea with bright expressions, making finger hearts and more.

She, who studied marketing at a university in the Philippines, said, "Some people go to places like Hong Kong or Singapore, but I chose Korea because I like it the most," adding, "I also studied Korean hard." She expressed her ambition to save a lot of money in Korea, help her family, go back to university, and start a business. Regarding her future life in Korea, she said, "There is nothing to worry about yet," and "My expectations are greater." She also added, "I want to enjoy Korean culture and make many friends."

The 100 Filipino domestic workers who arrived that day are scheduled to participate in the pilot project for foreign domestic workers, starting with a basic 2-night, 3-day training followed by 4 weeks of specialized education. The training is divided into common basic education under the Employment Permit System (E-9) (16 hours) and job training (144 hours). Specifically, it consists of safety and health and basic life law, sexual harassment prevention education, childcare and domestic work job training, Korean language (beginner and intermediate) and life culture education. Their shared accommodation was prepared near Yeoksam Station. Depending on the room size (4.8~6.5㎡), all 100 domestic workers will live in single or double rooms for about 7 months until the end of the pilot period.

The period when Filipino domestic workers provide services at user households starts from September 3. The pilot project runs until the end of February next year. The cost burden for user households is based on the hourly minimum wage (9,860 won) plus minimal indirect costs such as the four major social insurances (employment insurance, national pension, national health insurance, industrial accident insurance), amounting to about 1.19 million won per month for households using 4 hours per day. This is about 9.2% cheaper than the current public hourly comprehensive childcare worker service (care + domestic work) at about 1.31 million won per month and 21.7% cheaper than private domestic workers at 1.52 million won per month.

Meanwhile, the 'Foreign Domestic Worker Pilot Project' is a measure for caregivers who have career breaks or give up childbirth due to soaring care costs amid a decrease in domestic care workers and aging population. Service use is available to households with children under 12 years old or expecting childbirth, regardless of income criteria. Selection is prioritized for single-parent, multi-child, dual-income, and pregnant households, with final selection considering children's age, usage period, and other factors. The pilot project service providers selected by Seoul City and the Ministry of Employment and Labor (Home Story Life and Hubris) are recruiting households to use care and domestic services until the 6th of this month.
