Yellow Envelope Act Passes National Assembly Plenary Session... Ruling Party Abstains from Vote

The "Partial Amendment to the Labor Union and Labor Relations Adjustment Act (Yellow Envelope Act)" passed the National Assembly plenary session on the 5th solely by the opposition party.


On the same day, the ruling and opposition parties held a plenary session in the afternoon and approved the Yellow Envelope Act with 177 votes in favor and 2 against out of 179 members present.


The Yellow Envelope Act aims to expand the definition of employers and limit excessive damage claims by companies against striking workers. It had passed the plenary session in the 21st National Assembly but was discarded after President Yoon Seok-yeol exercised his veto power and a subsequent re-vote.


The People Power Party opposed the bill and did not participate in the vote.


Earlier, the People Power Party conducted a filibuster for over 31 hours starting around 4:30 p.m. on the 2nd to block the Yellow Envelope Act. The filibuster automatically ended at midnight on the 3rd due to the conclusion of the July extraordinary session of the National Assembly.


The People Power Party plans to request President Yoon to exercise his veto power.
