LH Announces Public Recruitment for Participant Selection in Seoul Urban Complex Project

Korea Land and Housing Corporation (LH) announced on the 2nd that it has conducted a public contest to select participants for the Urban Public Housing Complex Project (hereinafter referred to as the Urban Complex Project) in three locations within the Seoul area, including the east side of Ssangmun Station.


Participants in the complex project refer to housing construction companies participating through private sector involvement in the Urban Complex Project. The private participation project is a business where public implementers such as LH and private construction companies jointly supply public housing, allowing the use of private sector technology and branding to reflect diverse resident demands when supplying housing.


The three districts undergoing their first public contest this time total 1,451 households with a scale of 613.3 billion KRW. These are station areas located within a 10-minute walk from subway stations.


By district, they are Ssangmun Station East Side (639 households, 247.7 billion KRW, 38 floors), Banghak Station (420 households, 171.7 billion KRW, 39 floors), and Yeonsinnae Station (392 households, 193.9 billion KRW, 46 floors).


Once the participants for the complex project are selected in November, demolition will begin in December 2025. The Banghak Station and Ssangmun Station East Side districts are scheduled for completion in October 2029, and the Yeonsinnae Station district in December 2029.


Additionally, LH plans to further enhance housing quality by incorporating specialized construction methods such as noise reduction between floors, smart home and zero-energy plans, a third-party review system for structural drawings before and after construction, and an on-site safety management system to prevent construction accidents into the contest guidelines.


The contest schedule proceeds as follows: submission of letters of intent (August 7), on-site briefing session (August 8), submission of written inquiries (August 12), and submission of project applications (September 30).


LH will propose the top three candidates ranked from first to third place based on the highest scores through an evaluation committee composed of external experts by field and 2 to 4 members of the resident council. The final preferred negotiation partner will be selected through a vote by the resident council.

LH is promoting Urban Complex Projects nationwide in 53 districts, including Seoul, with a scale of approximately 81,000 housing units. For the Seoul area districts of Jeungsan 4, Singil 2, and the west side of Ssangmundong, the project approval is expected to be completed by December, with a public contest for selecting participants scheduled for the first half of next year. High-quality housing supply in urban areas with strong housing demand is expected to begin in earnest.


Kim Jae-kyung, Head of LH’s Regional Balance Headquarters, stated, “The Urban Complex Project can quickly supply high-quality housing in urban areas with abundant residential demand such as station areas, improve aging urban residential environments, and contribute to revitalizing the local economy. We will accelerate project implementation to alleviate concerns about housing supply shortages due to the downturn in the construction market.”
