The ruling party applied for a filibuster immediately after the bill was submitted. People Power Party lawmaker Park Soo-min took the lead as the first speaker. Following her, Democratic Party lawmaker Lee Sang-sik, People Power Party lawmaker Kim Sang-wook, and Democratic Party lawmaker Kim Moon-soo will take turns debating for and against the bill.
As soon as the filibuster began, the opposition submitted a unanimous consent motion to end unlimited debate signed by 170 lawmakers. The debate will be forcibly ended around 3 p.m. on the 2nd, 24 hours later, and the opposition plans to immediately proceed to a vote to pass the bill. A filibuster can be ended if more than three-fifths of the total members agree after 24 hours from the submission of the consent motion.
If the bill passes, the opposition will immediately move to submit the Yellow Envelope Act (amendment to the Labor Union Act). The People Power Party has also announced a filibuster against the Yellow Envelope Act.
