Eunpyeong-gu Provides First-Come, First-Served Support for Jeonse Fraud Prevention 'Jeonse Right Registration Costs'

Eunpyeong-gu, Seoul (Mayor Kim Mi-kyung) announced on the 1st that it will carry out the nation’s first-ever “Support Project for Jeonse Right Registration Costs” to prevent tenants from suffering losses by not receiving their deposit refunds due to Jeonse fraud and other issues.


Jeonse right registration refers to the registration that allows a tenant who has paid a Jeonse deposit to occupy someone else’s real estate and use it according to its purpose. In other words, it records on the registration certificate that the tenant is the lessee of the property.


By registering the Jeonse right, even after the lease period ends, if the landlord does not return the deposit, the tenant can immediately apply for an auction without having to file a lawsuit for the return of the deposit, thereby strengthening the tenant’s rights. Additionally, the registration certificate records the Jeonse history, allowing anyone to easily and conveniently obtain lease information.


The support for Jeonse right registration costs is a project where Eunpyeong-gu provides financial assistance for the registration costs to tenants residing in the district who have completed the Jeonse right registration.


Applications are accepted on a first-come, first-served basis starting from the 1st of this month. The eligibility criteria apply to individuals who have completed Jeonse right registration on a residence after January 1st and are non-homeowners tenants. However, tenants who are corporations or tenants of rental housing owned by rental business operators are excluded.


The support amount covers the full cost of Jeonse right registration, up to a maximum of 500,000 KRW. Applications can be submitted by visiting the Real Estate Information Division at Eunpyeong-gu Office with the required documents. Eligibility will be reviewed in order of application receipt to determine support approval.


This year’s project budget is 15 million KRW, and the support program will end once the budget is exhausted. The district expects that about 30 households will benefit from this program this year.


An official from Eunpyeong-gu stated, “Although Jeonse right registration can prevent Jeonse fraud damage, we planned this support project to minimize cases where people do not register due to lack of awareness or financial burden.”


Mayor Kim Mi-kyung said, “We hope that supporting Jeonse right registration costs will help prevent Jeonse fraud and contribute to the housing stability of Eunpyeong residents,” adding, “We will consider increasing the budget next year based on the progress of this year’s project.”
