After 11 years since being released from New Town designation, the areas around Changsin-dong 23 and Sungin-dong 56 in Jongno-gu have been designated as maintenance zones. Following the collapse of development in 2013 and a shift towards preservation, a redevelopment project will create apartment complexes with approximately 2,000 households in these two areas, which had experienced ups and downs in redevelopment efforts.
On the 1st, the Seoul Metropolitan Government announced that as a result of the 7th Urban Planning Committee's authorized subcommittee meeting, the designation of maintenance zones and the revision of maintenance plans for the housing maintenance-type redevelopment projects in Changsin-dong 23 and Sungin-dong 56 were approved.
The areas of Changsin-dong 23 (64,765㎡) and Sungin-dong 56 (42,282.2㎡) are hilly terrains surrounded on three sides by the Hanyang Fortress Wall and Naksan Hill. Due to their steep hillside locations, the transportation and residential environments are very poor. The streets are narrow and steep, and the proportion of old buildings reaches 90%.
Although a redevelopment promotion project was initiated in 2007, the district designation was lifted in 2013. In 2014, the area was designated as an urban regeneration leading district to improve the aging residential environment, but physical improvements such as housing supply and infrastructure were insufficient. Subsequently, with the two areas selected as candidates for the 2021 Rapid Integrated Planning, redevelopment efforts were actively resumed.
The Changsin-dong 23 area will develop up to 28-story buildings with 1,038 households through the redevelopment project. The Sungin-dong 56 area will have apartments up to 26 stories with 974 households. The previously deteriorated low-rise residential areas will be transformed into urban residential complexes harmonized with the natural environment. The city plans to make these two areas a leading residential model specialized for hilly terrain.
The area around Changsin Station will feature public facilities and street-type commercial complexes (shops arranged along the road) to enhance convenience for local residents and stimulate regional revitalization. Infrastructure for the community will include roads, parks, parking lots, and social welfare facilities.

A three-dimensional pedestrian walkway will be constructed connecting Changsin Station on Line 6 to the Chaeseokjang Observatory (west) and Sungin Neighborhood Park (east) to improve accessibility to nearby subway stations. Connectivity between the separated Changsin and Sungin areas will be strengthened, and escalators, elevators, and ramps will be installed within the complex to facilitate convenient movement for vulnerable pedestrians such as the elderly and children.
Han Byung-yong, Director of the Seoul Housing Office, stated, "The Changsin and Sungin areas have repeatedly experienced starts and stops in redevelopment projects, resulting in poor residential environments. With this designation of maintenance zones, a foundation has been laid for the long-neglected Changsin and Sungin areas to advance as a leading model of urban residential districts."
