After many people pass by, an elderly person who appears to have difficulty moving appears alongside a man. Despite having a cane, the elderly person struggles to walk, and the man supports him to help him walk. The elderly person, walking with great difficulty, barely reaches the side of a parked car and then opens the driver's door. He tries to get into the car but struggles and cannot get in easily. After standing in front of the car for a while, the elderly person finally gets into the driver's seat and drives off.

This system would differentially allow driving privileges based on driving ability. Conditional licenses would be issued to elderly drivers aged 65 and over, restricting driving privileges such as prohibiting nighttime or highway driving depending on their driving ability, and setting driving permission ranges based on practical driving ability assessments. However, the plan was scrapped amid public criticism that it would restrict the mobility rights of elderly people.
