Core Pledge 'Jemulpo Renaissance', Execution Plan Underway
Delays and Difficulties in 11 Projects Including Attracting Yeongjong National University Hospital
Among the 400 pledge projects of Incheon Mayor Yoo Jeong-bok, who has passed the midpoint of his 8th term, 122 projects (30.5%) have been completed.
On the 25th, Incheon City announced that it conducted a self-evaluation to review the pledge implementation performance over the two years since the launch of the 8th term and to achieve faster project results in the second half. According to the evaluation, out of 10 major policies, 120 pledges, and 400 action tasks, 122 projects have been completed or are continuously being promoted after implementation, resulting in a pledge project completion rate of 30.5%.
The city cited major achievements such as attracting the Overseas Korean Agency, making tolls free for Yeongjong residents on Yeongjong and Incheon bridges, administrative system reorganization (scheduled for July 2026), designation of a bio-specialized complex, and achieving a regional gross domestic product (GRDP) of 100 trillion won.

One of the core pledges, the "Jemulpo Renaissance," is currently establishing an execution plan following the announcement of the master plan, and leading projects such as the redevelopment of Inner Port Piers 1 and 8, the creation of the Sangsang Platform, and the development project of Dongincheon Station are progressing smoothly, the city stated.
Additionally, the "Global TOP10 City Incheon" master plan presents a strategy for attracting global companies centered on Yeongjong, including Songdo, Cheongna, Ganghwa, and Ongjin, and has accelerated project promotion by signing investment attraction agreements with 12 companies and institutions.
Furthermore, the city explained that solutions and progress have been made in projects such as the agreement to directly connect Seoul Subway Line 9 to Incheon Airport, undergrounding the Gyeongin Expressway Gyeongin Railway, full-scale promotion of the Incheon-daero project, Y-shaped extension of the GTX D line, establishment of the GTX-E line, commencement of GTX-B construction in 2024, and the return of Bupyeong Camp Market, all of which are long-standing wishes of Incheon citizens.
Meanwhile, among the 400 pledge projects, 267 are being "normally promoted" as planned, but 11 are classified as "partially promoted" projects that are delayed or facing difficulties compared to the plan.
The partially promoted projects include the construction of the Jakseon Station and Geomam Station integrated transfer center, support for the creation of the Eulwangsan video industry complex, attraction of a national university hospital in the Yeongjong area, creation of a waterfront space along the Western Main Canal, and free bus fares for those aged 65 and over.
The city plans for the Deputy Mayor for Administration and Political Affairs and the head of the Free Economic Zone Authority to directly inspect the progress of projects with slow procedural implementation and prepare alternatives by department.
Mayor Yoo said, "We have worked hard over the past two years to solve Incheon's issues, and now we are producing concrete results," adding, "As we enter the third year of the 8th term, we will find solutions for delayed projects, improve them, and focus on raising the happiness index that citizens can feel."
