Gangseo-gu, Seoul (District Mayor Jin Gyo-hoon) announced on the 22nd that it will operate a ‘Smart Management System’ for transparent and efficient management of volume-based waste bags.


Until now, volume-based waste bags had a high selling price compared to production costs, which increased the possibility of illegal production. However, there was no computerized system to accurately track production and distribution status. Additionally, since the production companies were located far away, constant management was difficult.


In response, the district launched measures to prevent illegal production and distribution of volume-based waste bags through the ‘Smart Management System.’ First, a ‘computerized management system’ was established to accurately track the quantity of volume-based waste bags.


Through this, the district can monitor the entire production process in real time from receipt to shipment, analyze distribution volume to predict demand or adjust supply. Furthermore, based on sales volume, it can calculate exact payments, enabling efficient budget management. Cleaning administration officials can now understand and collect and analyze data on the entire process of ordering, manufacturing, distribution, sales, and inventory of volume-based waste bags.


Along with this, the district introduced a ‘2D barcode’ with anti-counterfeiting technology applied to the volume-based waste bags. Encrypted 2D barcodes and serial numbers were assigned to the volume-based waste bags ordered by the district office. As a result, production companies cannot produce more bags than ordered, and residents can easily verify the authenticity of the bags using a dedicated app.


The district expects that the introduction of the system will enhance transparency in managing volume-based waste bags and improve the accuracy of related tasks. District Mayor Jin Gyo-hoon said, “Through the operation of the Smart Management System, we have strengthened the transparency and reliability of cleaning administration,” and added, “We will provide better administrative services to residents through data-driven efficient work processing.”
