On the afternoon of the 20th, while appearing at the Public Crime Investigation Unit of the Seoul Metropolitan Police Agency, he said, "It has been revealed as a fact that neither the emergency response committee nor the KMA practically ordered or coerced the residents to resign," adding, "Nevertheless, I think an excessive, fabricated investigation is being conducted to assign responsibility."

He also added, "Only by reconsidering the current policy from the beginning will the residents return to the field."

The police have been investigating current and former KMA executives on charges including violation of the Medical Service Act, obstruction of business under the Criminal Act, and instigation or aiding and abetting.

Cho Ji-ho, appointed commissioner of the National Police Agency and former chief of the Seoul Metropolitan Police Agency, said at a regular press briefing on the 15th, "We investigated KMA officials last week, and if we summon about two more people, the investigation will be concluded," adding, "It will be wrapped up within this month."
