"25% of Government-Appointed Agency Heads and Auditors Are Former Bureaucrats from the Presidential Office and Prosecutors"

4 out of 10 Institution Heads Appointed by Previous Government

Among the heads of public institutions and standing auditors appointed by the current government, one in four are personnel from the Presidential Office or the prosecution.

On the 16th, Leaders Index, a corporate analysis research institute, analyzed the backgrounds of 164 heads and 65 standing auditors appointed since the launch of the current government through the public institution management information disclosure system Alio. The results showed that bureaucrats accounted for the largest group with 94 people (41%). This was followed by 29 people (12.7%) from the same public institutions, 28 people (12.2%) from academia, and 24 people (10.5%) from politics.


Looking at the originating institutions of bureaucratic public institution heads and standing auditors, those from the Presidential Office (16 people, 17%) and the prosecution (8 people, 8.5%) accounted for about 25%. The Ministry of Health and Welfare (5 people, 5.3%) and the Ministry of Economy and Finance (4 people, 4.3%) followed.


Additionally, nearly half of the public institutions have heads who were appointed during the previous administration or are currently vacant. According to the term status of 314 public institution heads disclosed on Alio, 121 people, or about 40%, were appointed by the previous government and are currently serving their terms. Twenty-nine institutions remain vacant. Among the 121 heads appointed by the previous government, 55 are expected to have their terms end this month, with new appointments anticipated soon.


Currently, the selection process for heads is underway at about 30 public institutions, including five power generation companies under Korea Electric Power Corporation, Korea Airports Corporation, and Korea Ocean Business Corporation.
