Jungnang-gu 'Myeonmok-dong Moa Housing' 2 Additional Sites Pass Integrated Review...Transforming into a Large Complex of 1,919 Households

Jungnang-gu (Mayor Ryu Gyeong-gi) has approved the project implementation plan for Moa Housing Districts 4 and 6 in the area of 86-3 Myeonmok-dong, resulting in the supply of 956 housing units. Including the 963 units from Moa Housing Districts 1 and 2, which were approved in March, the total reaches 1,919 units.


At the 10th Small-scale Housing Maintenance Integrated Review Committee held on the 11th, the “Myeonmok-dong 86-3 Moa Town Management Plan Amendment” and the “Project Implementation Plan for Street Housing Maintenance Type Moa Housing (District 4) in the area of 99-41 Myeonmok-dong” as well as the “Project Implementation Plan for Street Housing Maintenance Type Moa Housing (District 6) in the area of 86-19 Myeonmok-dong” were conditionally approved.


“Moa Town” refers to a small-scale housing maintenance project that develops old low-rise residential areas within 100,000㎡, which are difficult to redevelop on a large scale, by combining them into a large apartment complex-like development.


The area around 86-3 Myeonmok-dong is densely populated with old multi-family and multi-household houses, causing chronic parking shortages and poor infrastructure, which have caused significant inconvenience to residents. In response, the district office has been promoting the designation of Moa Town to alleviate residents’ daily inconveniences and improve the residential environment. As a result, it was selected as a pilot project site for Moa Town in January 2022, the Moa Town management plan (draft) was approved and announced in December of the same year, and in March, the integrated review for Districts 1 and 2 was passed.


With this approval, the area will have two complexes consisting of 10 buildings with 956 housing units (221 rental units), along with ancillary and welfare facilities. On the surface, 10,000㎡ of green space will be created, and underground parking for 1,233 vehicles will be constructed, addressing the shortage of green spaces and parking problems.


Additionally, the existing road crossing Moa Housing Districts 4 and 6 will be converted into a pedestrian-only road and designated as a three-dimensional road, enabling the installation of integrated parking lots between the districts. This will allow for efficient parking arrangements within the complexes and eliminate unnecessary traffic routes entering each complex.


Notably, the area near Dongwon Traditional Market, which is not included in this Moa Housing project implementation plan, has been designated as an autonomous maintenance zone to allow for various Moa Town incentives. In future individual lot-level maintenance, owners will be able to relax building coverage ratios and floor area ratios and share auxiliary parking lots through building agreements.


The district office plans to obtain management disposition and project implementation approval within this year, aiming for completion in 2029 and starting construction in 2025.


Mayor Ryu Gyeong-gi of Jungnang-gu stated, “We will continue to strive to improve old low-rise residential areas into pleasant and livable environments,” and added, “We will actively support all procedures to ensure the project progresses smoothly.”


Currently, there are a total of 26 housing development project sites being promoted in Jungnang-gu, including Moa Town. This is among the highest in Seoul’s autonomous districts, with the district focusing on housing development projects aiming to supply 15,200 new apartment units by 2026.
