Hyundai Construction Sole Bidder for Yeongdong-daero Underground Development Section 2 Project

Seoul City announced on the 15th that Hyundai Construction was the sole participant in the pre-qualification screening for the bid on the 'Yeongdong-daero Underground Space Complex Development Construction and System Section 2'. With Hyundai Construction's participation in this bid, the conditions have been set for the full opening of the GTX-A line, which had been delayed due to six previous failed bids, to proceed normally in 2028.

The city explained that to prevent further delays in the project, including the full opening of the GTX-A line, it conducted the bid announcement reflecting the realities of the construction market, such as the recent sharp rise in construction labor and material costs, by realistically adjusting the construction costs and increasing the project budget to resolve project risks and meet the expectations of construction companies. The construction cost was adjusted from the original 292.8 billion KRW to 360 billion KRW, an increase of 67.2 billion KRW.


To expedite the project, the city also stated that it had pre-consulted with the Public Procurement Service to allow direct contract procedures immediately after re-announcement with the sole bidder, and included this information in the bid announcement. Although administrative procedures such as on-site briefings and project proposal reviews remain for selecting the contractor, Hyundai Construction, which has already contracted for Section 1, is expected to pass smoothly. An on-site briefing is scheduled for the 1st of next month, and construction companies will prepare project proposals over 120 days and submit them by November 28. After reviewing the proposals, the contract is expected to be signed in December.


A city official said, “Once the contractor is selected, we will immediately start the detailed design service and, in parallel with the detailed design, carry out construction work to improve the aging facilities of the existing Samseong Station starting in February next year,” adding, “We will thoroughly manage the project schedule to ensure the timely opening of the GTX-A line.”
