A newlywed couple moved into their rented home with high hopes, but they have been experiencing severe fear due to inexplicable behavior from the upstairs neighbors starting the day after their move-in.

On the 12th, a post titled "The Reason We Installed CCTV in Our Home" was uploaded on the social networking service (SNS) Instagram. The author, Mr. A, stated, "The upstairs neighbors keep banging on the window in an inexplicable way," and added, "This behavior has been ongoing every day, morning, evening, and even at dawn, from last year until now."


In the video Mr. A shared, a duster suddenly appears at the upper left corner of the veranda window facing outside and aggressively bangs on the window. The strange behavior lasts about three seconds, and since the duster remains at the top, it is presumed that the upstairs neighbors are responsible for this action.


Mr. A explained, "I was so shocked that I immediately went to the management office, but when I told them the building and unit number, they sighed," and continued, "This has been happening since the previous tenants and even the tenants before them. They said they would contact and investigate but have never been able to reach the upstairs neighbors." He added, "The upstairs neighbors intentionally make loud noises between floors, dragging furniture and deliberately dropping objects every day," and said, "I live quietly at home, worried about provoking them. Especially at night, I am even afraid to flush the toilet."

According to Mr. A, after the upstairs neighbors repeatedly banged on the window with a duster, the management office visited several times but never opened the door and responded with silence. Unable to endure it any longer, Mr. A left a note saying, "The window banging is terrifying. Please stop," but this note was found stuck on his front door a few hours later. Mr. A said, "I felt from the moment the management office stopped answering calls that this was a deliberate act. The thought that they might come to my door gave me chills and made me even more scared."


Due to the daily ongoing noise between floors and the window banging, Mr. A eventually reported the matter to the police. However, even when the police rang the doorbell of the upstairs neighbors, they did not open the door. Despite their silence, the intentional noise from upstairs toward Mr. A’s home continued. Mr. A said, "The police told me to file a complaint," and added, "At that time, I was about to give birth soon and was not in a good physical or mental state, so proceeding with a complaint was not easy. I wanted to resolve it amicably, but the noise persisted for so long that it became too difficult and frightening, so I am currently in the process of filing a complaint."


Netizens who read the story commented, "The landlord and real estate agency are also responsible. They should have disclosed this beforehand when showing the house," "It seems dangerous to continue living there, especially with a child," "It’s creepy that my note was found on my front door," "It seems like stalking laws could apply," "It looks like they are hitting the window with a duster on purpose so it doesn’t break, making it easier to report if it did," "This is a crime," and "Since the management office and police don’t respond, it seems like the person has mental issues."


Conflicts Caused by Noise Between Floors Resolved by the 'Neighbor Relations Center'

Meanwhile, noise between floors refers to noise caused by the activities of residents or users that causes disturbance to other residents or users. However, noise caused by water supply or drainage in bathrooms, restrooms, and utility rooms is excluded. Direct noise includes sounds caused by actions such as running or walking, and airborne noise includes sounds caused by the use of televisions, audio devices, and similar equipment.


When conflicts arise due to noise between floors, it is advisable to report to the 'Neighbor Relations Center' operated by the Korea Environment Corporation. Upon reporting, the center dispatches personnel to the site to measure the noise. The noise standards for noise between floors are 43 dB during the day and 38 dB at night.
