Jo In-cheol, a member of the National Assembly (Democratic Party of Korea·Gwangju Seo-gu Gap), has taken the lead in proposing the ‘Motorcycle Package 3 Acts’ for a safer traffic environment.
The package includes measures such as ‘installation of rear monitoring cameras in school zones,’ ‘strengthening punishment for reckless motorcycle riders,’ and ‘support for eco-friendly motorcycle conversion.’
Since the COVID-19 pandemic, the surge in delivery demand has led to threats to public safety caused by motorcycles speeding, running red lights, driving against traffic, and making loud noises day and night. This has even given rise to the new term ‘motorcycle pollution.’
In this bill, Assemblyman Jo In-cheol has mandated the installation of traffic enforcement equipment capable of capturing violations not only from the front but also from the rear within school zones. This aims to protect children and pedestrians from traffic accidents by cracking down on violations such as signal violations, speeding, and wrong-way driving by motorcycles.
Furthermore, since penalties for reckless motorcycle riders on the road have been too lenient, allowing dangerous driving and collective risky behavior to continue, the bill proposes to increase penalties to ‘imprisonment of up to 2 years or a fine of up to 5 million KRW’ and ‘imprisonment of up to 3 years or a fine of up to 7 million KRW,’ respectively.
Additionally, to enable the government and local authorities to actively promote the distribution of electric motorcycles, the bill includes ‘two-wheeled vehicles’ in the definition of ‘automobiles.’ This reflects feedback from the field that electric motorcycles are currently excluded from eco-friendly vehicle policies, limiting policy implementation.
Assemblyman Jo said, “I have worked to include concrete measures to eradicate violations such as motorcycle noise, signal violations, speeding, and reckless riding. Beyond strengthening enforcement and penalties, supporting the transition to electric motorcycles aims not only to block noise pollution but also to consider the national goal of achieving carbon neutrality.”
He added, “Through this legislative amendment, I hope to create a traffic environment that is safe for motorcycle riders, pedestrians, and general vehicle drivers alike. I will continue to do my best to improve the quality of life for the people through people-centered institutional reforms.”
