Mr. A received a consolation payment of 100,000 KRW for an injury diagnosis after tripping over a tree root protruding on a walkway in April. Mr. B received a consolation payment of 100,000 KRW for an injury diagnosis of 12 weeks after falling from a utility pole while performing agricultural electrical wiring connection work.
This is a case of insurance payment under the 'Citizen Safety Insurance' operated by Yongin City, Gyeonggi Province. Yongin City announced on the 15th that since the citizen safety insurance resumed in February this year, a total of 30.1 million KRW has been paid to 102 people by the end of June, just five months later.
By type, injury accident diagnosis consolation payments accounted for most cases with 101, while there was one case each of accidental death and fire death. The insurance payment cases were diverse, including fractures from falling down stairs, collisions while sliding on playground slides, slipping on the street, and injuries from being hit on the finger by a ball during sports such as soccer.
The city is operating the citizen safety insurance with a budget of 500 million KRW this year, in partnership with a consortium of five insurance companies including Meritz Fire & Marine Insurance. When resuming the insurance, the city excluded less effective coverage items from the previous insurance operated for two years from 2018 to 2020, and newly added items such as social disasters, injuries, and traffic accidents in Silver Zones.
The city explained that the number of beneficiaries increased after changing the insurance items. During the previous two years of operation, there were only 17 beneficiaries with a total payment amount of 114 million KRW. Considering the three-year claim period, the city expects the number of beneficiaries and the amount of insurance payments to increase further.
Yongin Citizen Safety Insurance provides compensation to any citizen with an address in the city without separate enrollment. This includes not only Korean nationals but also registered foreigners and overseas Koreans who have reported their residence to the city.
The coverage items include 14 types: ▲natural disasters ▲social disasters ▲injuries ▲explosions, fires, collapses, landslides ▲death or permanent disability while using public transportation ▲compensation for injuries from sexual violence crimes ▲injury diagnosis consolation payments ▲school zone traffic accident injury treatment costs ▲Silver Zone traffic accident injury treatment costs, among others.
In case of death caused by natural disasters such as typhoons, floods, droughts, or social disasters such as fires and collapses, or injuries (excluding traffic injuries), compensation up to 20 million KRW is provided. However, those under 15 years old are excluded. For permanent disability caused by the same reasons, regardless of age, support ranges from 5 million KRW to 10 million KRW depending on the degree of disability.
If a person aged 12 or under or 65 or older sustains an injury requiring more than four weeks of treatment as diagnosed by a hospital, a consolation payment of 100,000 KRW for injury accidents is provided.
The location of the accident does not matter anywhere nationwide. If the accident date falls within the insurance period (February 1, 2024 to January 31, 2025), coverage is available for up to three years from the accident date.

Citizen Safety Insurance provides compensation independently of other personal insurance policies or government disaster relief funds.
