Encouraging Work for Residents Without Being Bound by Regulations and Practices
Gangdong-gu, Seoul (Mayor Lee Soo-hee) announced on the 11th that it has established the "2024 Proactive Administration Implementation Plan" and has begun full-scale promotion of proactive administration to create a culture where employees can work confidently for residents without being bound by regulations or customs.
Proactive administration refers to the act of public officials actively handling tasks based on creativity and expertise for the public interest, such as improving unreasonable regulations. It is a system designed to lead policies that meet residents' demands and improve their quality of life.
Recently, the district held a Proactive Administration Support Committee meeting and selected four priority tasks: ▲ one-stop support for electricity bill reductions for vulnerable groups ▲ improvement of overpayment of allowances due to the increase of children staying abroad long-term ▲ management of legitimate banners to ensure residents' safety ▲ establishment of a shared system to support medical expenses for sexual violence victims. The district plans to focus on producing results for policies that residents can feel directly and improving satisfaction with district administration.
According to the implementation plan, in the second half of this year, the district will activate the operation of the Proactive Administration Support Committee, a deliberative body for fair and professional proactive administration, and select outstanding proactive public officials to provide personnel incentives. In addition, to reduce employees' concerns about audit findings, pre-consulting will be supported to encourage public officials to actively resolve residents' inconveniences.
Regarding the results of proactive administration, legal support will be provided when necessary, and protection support for proactive public officials will be strengthened by activating the exemption protection officer system. Furthermore, the district will operate the Proactive Administration National Application System to provide a channel to resolve public interest issues caused by unclear laws and regulations, and will also focus on education and publicity to improve employees' awareness and behavior.
Im Dong-cheol, the district's Audit Officer, stated, "We plan to activate and solidly promote proactive administration not only for the selected priority tasks but throughout the entire district administration," adding, "The district will continue to do its best to establish proactive administration and enhance residents' convenience."
