'Shortest Record' Over 75% Agreement Rate for Union Establishment in 29 Days

Jung-gu, Seoul (Mayor Kim Gil-seong) announced on the 9th that the housing redevelopment project in the area of 398 Jungnim-dong has exceeded the legally required consent rate of 75% for establishing a union within 29 days.
The previous shortest record was 32 days, set last month in the Geumho 21 district, and the redevelopment zone in 398 Jungnim-dong surpassed this record in just one month. Jung-gu attributed this achievement to the power of its public support '7530 Project' for direct union establishment and called it a 'summer miracle.'
The area of 398 Jungnim-dong was designated as a maintenance zone in September last year. Subsequently, 75% of landowners and other property owners agreed to the 'direct union establishment,' which reduces project costs and time, leading to the injection of public support from Jung-gu.
Direct union establishment is a system where the public sector supports the procedures and costs related to union establishment while forming a union through a residents' council. Accordingly, Jung-gu carries out various administrative procedures related to union establishment, such as selecting maintenance companies, forming residents' councils, and holding union leader elections. The residents' council was formed at the end of May.
Jung-gu explained, "Last year, while supporting Sindang 10 district, we achieved an unprecedented record in maintenance projects by reaching 75% union establishment consent in just 36 days," adding, "Also, in the urban public complex project near Aegisu Station, the district designation consent rate reached 67% in 25 days."
The district government stated that it played a significant role as a public supporter in renewing the new record in the 398 Jungnim-dong area, proving that previous achievements were not accidental, and evaluated that the 'Jung-gu type public support' has taken root.
Jung-gu set a goal to gather a 75% consent rate within 30 days and named the effort the '7530 Project,' carrying out systematic and diverse initiatives. The foundation was a band directly operated by the district. They produced promotional videos, images, and songs that combined fun and meaning, releasing them daily through the band to strengthen communication and trust with residents.
In addition, redevelopment experts, who residents usually find hard to meet, were invited to provide on-site consultations on the most sensitive and curious areas such as pre-sale rights, appraisals, and taxes to assist residents in making decisions about union establishment.
At the end of April, a local support center was opened within the zone, and from the 10th of last month, when consent form submissions began, the district actively worked to secure the consent rate. Especially whenever the consent rate stagnated, they visited homes directly with the residents' council to persuade residents to express their opinions.
Kim Do-hyeong, Vice Chairman of the Residents' Council for the redevelopment zone in 398 Jungnim-dong, said, "Thanks to the district office's unprecedented support, residents united tightly and overcame many difficulties to welcome a good day," adding, "We will carefully listen to the opinions of those who opposed until now and do our best to ensure there are no problems until the union establishment is approved."
The residents' council intends to hold a founding general meeting within the year and complete the union establishment approval. If this is achieved, the average time from designation as a maintenance zone to union establishment will be shortened by more than two years. The redevelopment zone in 398 Jungnim-dong covers an area of 28,315㎡ and will include up to 25-story, 6-building apartment complexes housing 791 households, along with various convenience facilities.
Mayor Kim Gil-seong stated, "I will work closely with residents until the end to ensure that this redevelopment project, which will lead the improvement of Jung-gu's poor residential environment, proceeds smoothly."
