Dedicated Care for High-Risk Solitary Deaths... Gwanak-gu Selected as Top Performer in Proactive Administration for First Half of the Year Visiting Households at Risk of Solitary Death

Gwanak-gu (Mayor Park Jun-hee) has discovered excellent cases of proactive administration that contributed to improving the quality of public services, discovering new policies, and activating collaboration in the first half of this year, and has encouraged its employees.


The district holds an annual contest for proactive administration cases to boost the morale of employees who practice proactive administration and to promote a culture of proactive administration. Through performance verification, employee voting, and a review committee, outstanding cases are selected.


This year, the district selected one grand prize, two excellence awards, and two encouragement awards as outstanding cases of proactive administration.


First, the ‘Grand Prize’ case for the first half of the year was awarded to the Welfare Policy Division’s Hope Welfare Team for their ‘Goodbye Salpimi’ dedicated care personnel for high-risk groups of solitary deaths, titled ‘Stop Solitary Death!!’


‘Goodbye Salpimi’ serves as a welfare human safety net, supporting frontline tasks such as discovering welfare blind spots and conducting comprehensive surveys of vulnerable households, which are insufficient to be handled by administrative personnel alone, to prevent the rapidly increasing solitary deaths.


Goodbye Salpimi has taken the lead in discovering welfare blind spots by directly visiting target households to check on vulnerable families or by linking various welfare consultations and services from related organizations through welfare check services using smart devices.


The district highly evaluated Goodbye Salpimi for significantly improving access to welfare services by directly visiting socially isolated households, and for the high resident satisfaction shown in last year’s project satisfaction survey. It also praised the active collaboration with related organizations and departments to expand the project and secure continuity through excellent personnel recruitment.


Goodbye Salpimi began with a pilot deployment of 11 dedicated care personnel in 8 neighborhoods in the second half of last year, and this year, 21 personnel were selected and are operating in all neighborhoods in the first half. From the second half of this year, the district plans to expand Goodbye Salpimi to all 21 neighborhoods (two-person teams per neighborhood) to make every effort to prevent solitary deaths.


In addition, the following were selected as ‘Excellence’ cases of proactive administration: ▲(Excellence) Shining Sharosugil, rising as the holy land of Gwanak-gu local brands! ▲(Excellence) Transforming the dull construction site temporary fence walls into vibrant urban spaces. ▲(Encouragement) Support measures prepared through a comprehensive survey of elderly scrap collectors ▲(Encouragement) .


Mayor Park Jun-hee said, “We will strive to boost the morale and motivation of public officials who promote proactive administration by preparing various support systems,” and added, “We will continue to promote proactive administration that produces tangible results for residents in various fields.”
