180 Million Budget Savings with 'Temporary Manager'... Songpa-gu Spreads 'System 4.0' Usage of Fixed-term Manager 4.0

Songpa-gu (Mayor Seo Gang-seok) announced on the 9th that the ‘Temporary Manager System,’ the first of its kind developed nationwide, has received positive feedback from users, leading to the introduction of additional features in the new ‘System 4.0.’


The ‘Temporary Manager’ is a personnel management program optimized for government offices. As temporary hiring projects have become increasingly diverse, the district developed this system in 2021 to improve the efficiency of personnel tasks that were previously managed using Excel.


The system allows bulk registration of project names and personnel, after which each department’s project manager inputs detailed monthly work status. The computerized work records enable systematic wage calculation and include personal information protection features, resulting in high satisfaction among both staff and workers. Additionally, workers can conveniently issue various certificates based on the information entered into the system.


After developing the system, the district initially used it only within the district office, but due to requests from several public institutions, distribution began last year.


Currently, the system has been distributed to nine institutions, assisting in the management of over 1,260 projects and more than 13,500 temporary workers.


The distribution fee is 2 million KRW per institution, generating a total non-tax revenue of 18 million KRW. Considering that using private company systems would cost over 20 million KRW per institution for distribution and maintenance, this represents a budget saving effect of 180 million KRW in total.


Personnel in charge who have used the system reported, “The automation of temporary attendance report preparation, wage calculation, and issuance of various statements has not only reduced errors but also decreased processing time by about 30%.”


Accordingly, the district is newly distributing ‘Temporary Manager 4.0 (hereafter System 4.0),’ which incorporates field feedback to further enhance system efficiency. Features commonly requested by personnel managers, such as overtime, night shifts, and 2-shift/3-shift work, have been added.


At the briefing held on July 5th in the district office’s main conference room, over 40 people from 14 institutions nationwide attended. In addition to the district office, personnel managers from local facility management corporations also participated, showing high interest.

The district expects that with the distribution of ‘System 4.0,’ more government offices will adopt the system, spreading efficiency in temporary personnel management.


Seo Gang-seok, Mayor of Songpa-gu, stated, “The Temporary Manager System is an innovative case that has achieved both personnel management efficiency and budget savings for government offices. We will continue to develop systems needed in administrative fields and carry out creative and innovative governance that proactively responds to changes.”
