Goryeong-gun Achieves Excellence as Outstanding Institution for 3 Consecutive Years in Gyeongbuk Province Proposal System Evaluation

Focusing on Communication with Residents and Developing Customized Policies

Goryeong County in North Gyeongsang Province was awarded the Encouragement Prize at the 2023 City and County Proposal System Operation Evaluation Ceremony held at the North Gyeongsang Provincial Office on the 5th, being selected as an 'excellent institution' for three consecutive years.

To promote proposals, North Gyeongsang Province conducts an annual evaluation of the proposal system operation for 22 cities and counties. The evaluation includes six quantitative indicators such as the number of proposal contests and training sessions, adoption and implementation rates, as well as three qualitative indicators such as the implementation of special policies and promotional efforts, to select outstanding local governments.

In particular, Goryeong County, which faces the crisis of local extinction, held a staff capacity-building workshop last year to maintain a population of 30,000. The workshop involved in-depth research on exemplary population policies of the central government and other local governments, and efforts to discover creative and effective population policy projects.

Through the regularization of the 8th Civil Administration Communication Concert, the county focused on discovering various citizen-customized policies by listening to voices from all walks of life and collecting opinions at a total of 21 sessions throughout 2023, in a natural atmosphere free from rigid formats and procedures.

To further promote public servant proposals, the county implemented special proposal policies such as reflecting participation and adoption records in departmental evaluations, recognizing awardees for continuous learning, and granting awards in the form of local gift certificates, thereby contributing to the virtuous cycle of the local economy.

County Governor Lee Namcheol stated, "Being selected as an excellent institution for proposals for three consecutive years is thanks to the active participation of citizens who have shown interest and affection for county administration and have proactively suggested excellent policy ideas." He added, "We will do our best to realize 'citizen-centered empathetic administration' by listening carefully to the valuable opinions and diverse voices of our citizens."
