Earlier, in the 1st plenary session, Kim Taegyun (Gwangyang 3), the current vice chairman, was elected as the chairman for the 12th second half, Lee Gwangil (Yeosu 1) was elected as the first vice chairman, and Lee Cheol (Wando 1) was elected as the second vice chairman.

The chairpersons of the seven standing committees were elected as follows: Park Munok (Mokpo 3) as the chairperson of the Steering Committee, Kang Munseong (Yeosu 3) as the chairperson of the Planning and Administration Committee, Choi Byungyong (Yeosu 5) as the chairperson of the Health, Welfare, and Environment Committee, and Yoon Myeonghui (Jangheung 2) as the chairperson of the Economy, Tourism, and Culture Committee.

Subsequently, Choi Myeongsu (Naju 2) was elected as the chairperson of the Safety, Construction, and Firefighting Committee, Kim Munsu (Shinan 1) as the chairperson of the Agriculture, Fisheries, and Livestock Committee, and Kim Jeonghee (Suncheon 3) as the chairperson of the Education Committee.

For the permanent special committees, Na Gwangguk (The Democratic Party of Korea, Muan 2) was elected as the chairperson of the Budget and Accounts Special Committee, and Lee Gyuhyeon (The Democratic Party of Korea, Damyang 2) was elected as the first term chairperson of the Ethics Special Committee for the second half, thus completing the reorganization of the 12th Jeonnam Provincial Council's second half.

Although the reorganization was barely completed, conflicts among council members are expected to continue. On the first day of the council's opening, issues arose from loud disputes over the appointment of members to standing committees.

Accordingly, concerns have been raised inside and outside the council that the conflicts divided during the fierce Democratic Party of Korea chairman election process may have aftereffects on the operation of the second half of the council.

Newly appointed Chairman Kim Taegyun stated, "We will create a communicative council that acts and practices, and implement policies that meet the expectations of the residents." He added, "We will cooperate with the executive branch where necessary, but we will boldly raise our voices on major issues through unreserved monitoring and checks."
