Gangbuk-gu Anticipates Transformation into 'Healing Residential Complex' with Relaxed Height District Regulations
Large Complex of Up to 25 Floors and 2,500 Households to Be Built

On the 5th, Gangbuk-gu announced that residents of Mia-dong, a representative high-rise district regulation area, are becoming increasingly hopeful following Seoul City's announcement of the rapid integrated planning approval for the area 791-2882 in Mia-dong.
The rapid integrated planning for the area 791-2882 in Mia-dong is the first case to apply Seoul City's relaxation of high-rise district regulations, attracting significant attention. The maximum building height, previously limited to 28m (9 floors), has increased to an average of 45m (approximately 15 floors), and the existing floor area ratio has expanded from 164% to around 240%, greatly improving project feasibility.
Accordingly, this area, which had been excluded from development, is expected to overcome development difficulties and be reborn as an urban healing residential complex harmonizing with Bukhansan National Park (covering 133,876㎡, up to 25 floors (average 45m), approximately 2,500 households).
Earlier, to reasonably manage areas that suffered property disadvantages due to excessive high-rise district development restrictions, the city announced a new high-rise district concept plan in June last year and officially decided and announced the high-rise district urban management plan (amendment) on the 27th of last month.
The district explained that the rational relaxation of Bukhansan height restrictions was a long-standing wish of Gangbuk-gu residents who felt relative deprivation due to stagnated urban development, and it was one of the key pledges of Gangbuk-gu Mayor Lee Soon-hee.
Since the start of the 8th local government in 2022, Mayor Lee has strongly requested Seoul Mayor Oh Se-hoon through several meetings to relax Bukhansan high-rise district regulations, raising the height limit for general buildings from 20m to 28m and up to 45m for redevelopment projects.
The area 791-2882 in Mia-dong, where the new high-rise district concept plan has been applied, is a double station area with Samyang Sageori Station and Solsaem Station. Although there are high-rise apartments around 25 floors such as Mia New Town and Byeoksan Apartments, development was difficult due to the previous height restriction of 20m (relaxed to 28m, 9 floors).
Although urban regeneration projects such as the 'Pine Cooperative Village Residential Environment Management Project' were implemented in the past, they did not lead to substantial residential environment improvements, causing dissatisfaction among residents. However, the confirmation of this rapid integrated planning has created a breakthrough opportunity for change.
The rapid integrated planning for the area 791-2882 in Mia-dong includes three planning principles: flexible height planning that considers both Bukhansan landscape protection and project feasibility, a residential complex that overcomes and utilizes the hilly terrain, and a safe and convenient complex that communicates with surrounding areas.
Two scenic corridors leading to Bukhansan will be created, with construction within an average height of 45m (approximately 15 floors). The area adjacent to Bukhansan will have mid-to-low-rise buildings (10 to 15 floors), and the area near the station will have buildings up to 25 floors.
Additionally, a scenic axis toward Bukhansan will be secured, with low-rise arrangements along the streets, pedestrian-centered Bukhansan views, and parks and green spaces connected to Bukhansan. Safe walkways will be created on steep slopes, and regional traffic will improve through the opening of an east-west connecting road linking Insu-bong-ro and Samyang-ro.
Considering the area's high elderly population, infrastructure such as a silver care center and cultural and welfare facilities is expected to be expanded, greatly improving the residential environment in this area.
Gangbuk-gu stated that it actively conveyed residents' opinions and Gangbuk-gu's position through a total of seven rapid integrated planning advisory meetings with Seoul City until the announcement of this rapid integrated planning plan.
Mayor Lee Soon-hee said, "The relaxation of height restriction regulations achieved after more than 30 years is a great achievement made together with Gangbuk-gu residents," adding, "With the announcement of the rapid integrated planning, the Mia-dong area is being reborn as a wellness residential complex, changing the status of Gangbuk-gu."
