Promotion approved for a total of 245 people, including 7 at Grade 3, 18 at Grade 4, and 29 at Grade 5
Gwangju Metropolitan City (Mayor Kang Ki-jung) has carried out promotion personnel changes for the second half of 2024. A total of 245 people were approved for promotion to fill vacancies due to retirement preparation education, honorary retirement, etc., including 7 at grade 3, 18 at grade 4, and 29 at grade 5.
According to Gwangju City on the 3rd, this promotion personnel change focused on strengthening expertise to secure driving force for the second half of the 8th term of the elected government and to design the "Gwangju Great Transformation 2030."
In particular, it aimed to create an opportunity to shift the culture from being "promotion"-centered to "work"-centered.
For positions at the director and section chief level and above, capable executives who can deliver visible and concrete results in key projects were selected to accelerate future planning. For grade 6 and below, while respecting the order of the promotion candidate list, employees who made significant contributions to city administration by producing results in current tasks were boldly selected to strengthen competitiveness in future preparation.
The seven promoted to grade 3 include Kim Dong-hyun, Director of the University Talent Policy Division, an expert in talent development who has served as Youth Policy Officer and Education Policy Officer. He was evaluated to have contributed to Gwangju’s new changes by rapidly advancing the designation of the education development special zone pilot area and the establishment of the Regional Innovation-centered University Support System (RISE).
Kim Seong-bae, Cultural Policy Officer, who has served as Director of Tourism Promotion Division and Tourism City Division, is expected to actively resolve current issues through consultation and coordination on major policies of Gwangju City with his abundant practical experience and external networks in the culture and tourism fields.
Shin Dong-ha, spokesperson, who has held positions such as Director of Sports Promotion Division and Safety Policy Officer, earned the honor of promotion by rationally handling overall city administration tasks based on his strong trust within the organization and rich experience.
Lee Seung-gyu, General Manager of New Vitality, is a manager with outstanding expertise in the economy and job sectors, highly evaluated for producing visible results in key Gwangju issues such as attracting a complex shopping mall and establishing the five new vitality belts.
Lee Young-dong, Chief Secretary, who served as spokesperson and chief secretary during the 8th term of the elected government, was recognized for his high understanding of city administration philosophy and his excellent leadership in planning and coordinating overall city administration.
Jung Hyun-yoon, Director of Housing Policy Division, an architectural officer, was acknowledged for successfully leading complex housing development projects such as the Gwangju-type integrated public rental housing construction project, which faced challenges like resident opposition, and the Bukdong redevelopment project, which decided to introduce a pre-public planning system, with his unique expertise and drive.
Baek Nam-in, Director of the Road Division, a civil engineering officer, was recognized for his contributions to road management, including winter snow removal and pothole repairs, with professionalism and diligence as his strengths.
In addition, four grade 4 promotions were included by selecting employees who have long served in key departments such as childcare, personnel, public relations, and public institution innovation during the 8th term of the elected government, considering their performance and contributions to city administration.
Furthermore, to create a "Gwangju that is better to live in, enjoy, and do business," public officials who promoted policies that citizens can feel in various fields such as care welfare, culture and tourism, and industrial economy were approved for promotion, injecting vitality into the organization.
The revision of the "Local Public Officials Appointment Decree," which shortens the minimum years required for promotion, was reflected in this personnel change to expand promotion opportunities for lower-ranking public officials and boost the morale of junior public officials.
Kim Dae-won, Personnel Policy Officer, said, "The second half of the 8th term of the elected government is an important period to move toward a new change of 'Gwangju 2030.' We will create a personnel environment where public officials can fully exert their capabilities and carry out city administration that citizens can feel and trust."
Meanwhile, Gwangju City plans to complete personnel transfers for grade 5 and below by July 19, following the transfer of executives at grade 4 and above on July 5, and will speedily promote the challenges and changes of a "Better Gwangju."
