Ministry of SMEs and Startups Holds Training with Officer Kim Seontae
Lecture Covers Trials, Changes, Achievements, Concerns, Challenges, and Secrets in Order
On the 3rd, the Ministry of SMEs and Startups announced that it held a training session titled "Breaking the Mold: How Individuals Can Change Organizations" by inviting Kim Seontae, a public official and promotional figure from Chungju City, to promote a culture of proactive administration among its employees.

Kim Seontae, who operates Chungju City's official YouTube channel "ChungTV," entertainingly explained the difficulties he faced and the process of overcoming them to achieve the top subscriber count among local government YouTube channels nationwide, receiving great responses from the attending staff. ChungTV, produced with a budget of 620,000 KRW, has recorded 760,000 subscribers and over 270 million cumulative views.
The lecture proceeded in the order of trials, changes, achievements, concerns, challenges, and secrets. Kim shared and communicated with the staff about new challenges and the secrets to success on YouTube.
Regarding the success factors of Chungju City's YouTube channel, Kim said, "We moved away from the traditional supplier-centered promotional method and created content that the audience wants to see, not just what we want to show." He added, "This requires breaking existing molds and having a challenging attitude. Just as this precedent has enabled central government agencies, local governments, and public institutions to promote through new attempts, individuals can also change their organizations," emphasizing proactive administration among employees.
He further stated, "For proactive administration, a culture that supports new changes and an organizational culture that tolerates failure are necessary."
The Ministry of SMEs and Startups provides incentives such as awarding the highest grade of performance bonuses and priority selection for training to outstanding proactive public officials to establish proactive administration as an institutional culture. It also supports litigation and compensation costs arising from proactive work and has created an environment where employees can actively carry out their duties by subscribing to liability insurance.
No Yongseok, Policy Planning Officer at the Ministry of SMEs and Startups, said, "To actively resolve public inconveniences and become a 'government that works well,' more proactive and bold administration is needed than ever before." He added, "I hope today's training improves employees' awareness of proactive administration, and we will devise various support measures for employees' proactive administration."
