Cheongnyangni Station Selected as a Candidate Site for the Ministry of Land, Infrastructure and Transport's 'Spatial Innovation Zone Pilot Project'
'Spatial Restructuring Plan' to be Established and Zone Designation Application Submitted in the First Half of Next Year
Dongdaemun-gu, Seoul (District Mayor Lee Pil-hyung) announced on the 3rd that following Cheongnyangni Station's recent selection as a candidate for the Ministry of Land, Infrastructure and Transport's Spatial Innovation Zone pilot project, it will establish a detailed development plan to significantly transform the Cheongnyangni Station area (Cheongnyang Reformation).
A ‘Spatial Innovation Zone’ is a special urban planning area where various development regulations such as permitted building uses, building coverage ratio, and floor area ratio are relaxed.
A district official stated, “Since relatively free development is possible, we believe it will greatly help develop the old downtown area of Cheongnyangni into a creative and complex space.”
In January last year, when the Ministry of Land, Infrastructure and Transport announced the introduction of Spatial Innovation Zones and conducted a demand survey for pilot project candidate sites, the district applied for the ‘Cheongnyangni Station area,’ a transportation hub with a key space around the station suitable for development, as a candidate site for the Spatial Innovation Zone.
The Ministry of Land, Infrastructure and Transport selected and announced 16 candidate sites for Spatial Innovation Zones (White Zones), including Cheongnyangni Station, after expert consultations.
Going forward, the process will include ▲ drafting a spatial restructuring plan (city/county) → ▲ review by the Central Urban Planning Committee (feasibility of zone designation) → ▲ review by the Local Urban Planning Committee (detailed development plan), with the project site to be finalized in the first half of next year.
The district plans to establish a ‘spatial restructuring plan’ containing detailed development plans and proceed with the designation of the Spatial Innovation Zone through legal procedures.
Lee Pil-hyung, Mayor of Dongdaemun-gu, said, “The selection as a candidate for the Spatial Innovation Zone is significant as it marks the first step in the ‘Cheongnyang Reformation’ that will give new life to Cheongnyangni Station,” adding, “We will closely cooperate with Seoul City and the Ministry of Land, Infrastructure and Transport to develop the Cheongnyangni Station area into a transportation, commercial, cultural, and business hub.”
Meanwhile, last August, the district visited the Korea Railroad Corporation headquarters in Daejeon to explain the necessity of developing Cheongnyangni Station. In particular, Mayor Lee Pil-hyung met with Park Sang-woo, Minister of Land, Infrastructure and Transport, in January this year to request active cooperation from the Ministry for high-density complex development in Cheongnyangni, continuing efforts to foster Cheongnyangni as the central city of northeast Seoul.
