It has been revealed that there are 2,784 "malicious complainants" nationwide.


The Anti-Corruption and Civil Rights Commission announced on the 2nd the results of a full survey on malicious complaints conducted from March to May targeting 49 central administrative agencies, 243 local governments, and 17 metropolitan and provincial offices of education.


Malicious complainants mainly consisted of the "habitual and repetitive" type, who send hundreds of messages multiple times to the personal phone numbers of staff members, accounting for 48% (1,340 people), and the "verbal abuse, assault, and threats" type, accounting for 40% (1,113 people).


The "doxxing" type, which encourages protest calls after publicly revealing the names of responsible officials, accounted for 6% (182 people). There was also a type that excessively requests information disclosure or makes irrational claims due to dissatisfaction with complaint handling results (3%, 80 people).


Additionally, the number of malicious complainants by institution was counted as 1,372 in basic local governments, 1,124 in central administrative agencies, 192 in metropolitan local governments, and 96 in offices of education.


Among central administrative agencies, the Ministry of Land, Infrastructure and Transport had the highest number of malicious complainants at 713. This was followed by the Ministry of Justice (116), the Prosecutor's Office (87), the Ministry of National Defense (48), and the Ministry of Agriculture, Food and Rural Affairs (22).


In metropolitan local governments and offices of education, Seoul had the highest number of malicious complainants, with 67 and 41 respectively. Among basic local governments, Dong-gu, Ulsan had the highest number with 52.


The Anti-Corruption and Civil Rights Commission plans to share and consult the survey results and response measures for each type of malicious complaint with related institutions. The Commission explained that on the 11th, it will hold a "Malicious Complaint Response Training Session" to enhance the response capabilities of each institution.
