Ulju County, Development of 'Eonyang Temporary Intercity Bus Terminal' Site Becomes Visible

Selection of Leading Project Sites for Spatial Innovation Zones by the Ministry of Land, Infrastructure and Transport

Accelerating Construction of Youth Vitality Facilities and Cultural Convenience Facilities

The site of the temporary intercity bus terminal in Eonyang, Ulju-gun, Ulsan, which is being promoted by Ulju-gun, has been selected as a candidate site for the Ministry of Land, Infrastructure and Transport's 'Space Innovation Zone Leading Project,' accelerating the development of the site.


According to Ulju-gun on the 2nd, the site of the temporary intercity bus terminal in Eonyang and 15 other locations have been selected as candidate sites for the Space Innovation Zone Leading Project by the Ministry of Land, Infrastructure and Transport.


The Space Innovation Zone is a special zone where land use, building coverage ratio, and floor area ratio regulations are relaxed, allowing for flexible and convergent urban development. This will be implemented from July 7, following the revision of the 'National Land Planning and Utilization Act' earlier this year.


This is divided into: ▲ 'Urban Innovation Zone (White Zone)' where development is possible without restrictions on use or density; ▲ 'Mixed-Use Zone' where various facilities can be installed without use restrictions; ▲ 'Three-Dimensional Mixed-Use Zone for Urban and County Planning Facilities' where restrictions on use and density (up to twice the limit) for urban infrastructure sites are relaxed.


The Ministry of Land, Infrastructure and Transport reviewed 56 sites nationwide, focusing on their potential to bring about change within existing urban areas, the feasibility of securing land, and the willingness of local governments to promote the project. After expert consultation, the final candidate sites were selected.


The temporary intercity bus terminal in Eonyang, Ulju-gun, was included as a final candidate site, being evaluated as an area where existing infrastructure can be utilized in a complex manner or where creative private development can be encouraged.


The selected candidate sites will be designated as Space Innovation Zones after the relevant local governments establish specific development plans and complete the legal procedures.


Following the selection, Ulju-gun plans to construct two buildings on the 32,100m² site of the temporary intercity bus terminal in Eonyang, with a total building area of 20,150m², to house a 'Youth Vitality Facility' and a 'Cultural Convenience Facility.'


The Youth Vitality Facility is planned to be a 26-story building above ground with two basement levels, covering an area of 9,298m². It will include youth rental housing, youth start-up facilities, and retail spaces.


The Cultural Convenience Facility will be a six-story building above ground with two basement levels, covering an area of 10,852m², and will include cultural assembly facilities and a public parking lot.


The Ministry of Land, Infrastructure and Transport will provide support, such as preliminary consulting and guidelines for public contributions, to ensure that follow-up procedures for zone designation, including the local government's spatial restructuring plan and negotiations with project implementers, proceed smoothly.


An official from Ulju-gun said, "If the Space Innovation Zone Leading Project is promoted, the area connecting the new town (around the KTX station development site) and the old town (around Eonyang Market) will be developed as a complex, successfully realizing the Ulsan new urban center plan. We expect that by attracting the younger generation to the western region of Ulju-gun, where aging is progressing, the vitality of the city will be enhanced and the quality of life for residents will be improved through the creation of cultural and leisure facilities."
