Jeonse Fraud Is Painful Enough, and Now the Rain Leaks Too... Housing Repair Support in Gangseo-gu, Seoul Jin Gyo-hoon, Mayor of Gangseo District.

Support for tenants suffering double damage from housing deterioration or malfunctions while unable to move out due to jeonse fraud will be implemented for the first time nationwide in Gangseo-gu, Seoul.


Gangseo-gu (District Mayor Jin Gyo-hoon) announced on the 2nd that it is recruiting applicants for the ‘Jeonse Fraud Victim Housing Repair Support Project’ until the 11th of this month. The project provides financial support for repair costs when residents living in housing affected by jeonse fraud require safety improvement works such as crack repairs, waterproofing, electrical, and other facility maintenance.


This support applies only to those recognized as victims by the Ministry of Land, Infrastructure and Transport under the Jeonse Fraud Special Act and who continue to reside in the affected housing. Interior finishing works, such as sink or washbasin installation, and window replacement, which are not included in safety improvements, are excluded from the support.


Gangseo-gu stated, “According to last year’s comprehensive survey of jeonse fraud victims conducted by the district, many victims have been living in affected housing without maintenance due to the absence of landlords or building managers, experiencing inconvenience. We have therefore initiated financial support for repairs to ensure they can live in a safe environment.”


Applicants can apply by visiting the Jeonse Damage Support TF Team at the district office (302 Hwagok-ro, 1st floor, Gangseo-gu) in person or by email by the 11th of this month. The district will select recipients after document review, on-site inspection, and deliberation by a selection advisory committee, considering the safety condition of the housing and the victim’s income criteria.


Meanwhile, the scale of support for this project will be determined based on the results of fundraising activities conducted by the district and the Korea Habitat for Humanity Foundation. Earlier in May, the district signed a business agreement with Korea Habitat for Humanity to create a safe residential environment for tenants affected by jeonse fraud. According to the agreement, both organizations will intensively carry out fundraising activities to support victims starting this month.


District Mayor Jin Gyo-hoon said, “We established this project because victims of jeonse fraud have not been properly compensated and sometimes bear the building maintenance costs themselves,” adding, “We will continue to promote various projects to support jeonse fraud victims and prevent further damage.”
