On the 30th, the People Power Party, the government, and the Presidential Office (Party-Government-Presidential Office, or Dangjeongdae) considered a plan to newly support delivery fees for small-scale restaurants to aid small business owners. They also plan to ease the electricity fee support criteria for small business owners, aiming to provide additional support to up to 500,000 people.

Dangjeongdae held a high-level meeting at the Prime Minister’s official residence in Samcheong-dong that morning and reached this consensus, People Power Party Chief Spokesperson Kwak Gyu-taek announced at a National Assembly briefing. Chief Spokesperson Kwak said, “Regarding the delivery fees, which are a significant burden for small business owners, the government, platform operators, and the dining industry will cooperate to devise a win-win plan, and they will consider newly supporting delivery fees for small-scale restaurants.”


They also decided to expand the electricity fee support, which currently targets small business owners with sales under 30 million won, to those with sales under 60 million won. Accordingly, the number of small business owners who will receive additional electricity fee support is estimated to be up to 500,000.


Furthermore, for small business owners facing management difficulties, the repayment period for policy funds and guaranteed loans will be extended, and the refinancing loan program that converts high-interest loans to low-interest loans will be expanded to include borrowers with medium to low credit ratings. The support period for the 'Good Landlord Tax Credit,' which is set to end this year, will also be extended until the end of next year, and legal amendments will be pursued to facilitate this.

In addition, a special crackdown period on voice phishing crimes will be operated until the end of October, and the transfer limit to accounts with a history of fraud will be restricted to 300,000 won per day to block reuse. An emergency inspection of illegal spam messages will also be conducted by the end of next month.


Regarding illegal private loan crimes, in response to criticisms that punishments have been lenient, stronger measures will be prepared. In particular, those who habitually engage in illegal lending and debt collection targeting socially vulnerable groups will be subject to detention as a principle, and the heads of organizations will face prosecution seeking the maximum legal penalties.
