Gyeonggi Province Governor Kim Dong-yeon instructed city and county governments and related departments to fully respond to prevent loss of life or property damage as heavy rain is forecast across Gyeonggi Province due to the northward movement of the rainy season front on the 29th.
Gyeonggi Province announced on the 29th that it notified each city and county on the night of the 28th of the special instructions from the governor regarding preparations for heavy rain.
In the special instructions, Governor Kim Dong-yeon urged ▲ disaster situation management led by deputy heads, thorough preemptive measures and on-site response in vulnerable areas ▲ strengthened on-site measures to prevent casualties by cooperating with police and fire departments to proactively control risk areas (rivers, landslides, underground spaces, etc.) and conduct resident evacuations ▲ enhanced disaster publicity in areas expected to be at risk and focused management such as welfare calls for vulnerable groups living in semi-basement houses and near landslide-prone areas.
Accordingly, Gyeonggi Province plans to enter the initial response phase from 2 p.m. on the 29th and activate Emergency Level 1 of the Disaster and Safety Countermeasures Headquarters from 8 p.m. to respond to the heavy rain.
In preparation for this rainy season, Gyeonggi Province has inspected vulnerable areas such as landslides, steep slopes, road embankments, and semi-basement houses since the 24th, and has conducted welfare calls to vulnerable groups and thoroughly organized emergency contact networks for those responsible for vulnerable facilities.
Gyeonggi Province instructed each city and county to install safety barriers at river trail entrances and at the entrances of low-water bridges starting 12 hours before the expected issuance of special weather warnings to restrict access.
Additionally, it is preparing for heavy rain by urging thorough installation of flood prevention materials such as temporary water barriers and sandbags in semi-basement houses without flood prevention facilities.
Meanwhile, to prepare for wind and flood disasters this summer, Gyeonggi Province formed a preemptive task force (TF) with related agencies starting in March to implement advance measures.
In May, the province amended the ordinance on the formation and operation of the Gyeonggi Province Disaster and Safety Countermeasures Headquarters to strengthen summer natural disaster response capabilities by enhancing the operation of department-specific situation rooms and emergency duty standards.
