Promoters from Seoul City and its autonomous districts experienced the joy of promotion or advancement again in this second half personnel reshuffle.
As the importance of public relations in autonomous administration has become more prominent, PR positions have become a direct path to promotion.
Lee Jun-hyung, the Seoul City spokesperson, quietly played a role in promoting Mayor Oh Se-hoon's administration and secured the much-coveted Grade 3 (Director) promotion, a dream for Seoul city officials, and was appointed as the Housing Policy Director in the second half of the year.
His successor as Director is Kim Gyu-ryong, who previously served as the Head of the Transportation Policy Division and is currently the Head of Talent Planning at the Talent Development Institute.
In the Press Office, Hong Jong-yeol, a senior staff member of the Newspaper Team, was promoted to Grade 5, and Lee Young-jae was promoted to Grade 6.
The Seoul Metropolitan Council appointed Jo Kyung-ik, a PR expert with a background in Seoul City media, as the Legislative Affairs Officer, a senior Grade 4 position, positioning him advantageously for a Grade 3 post if it becomes available.
Promoters in Seoul’s autonomous districts also seized opportunities for advancement or promotion.
Jang Joo-hyun, a representative promoter of Nowon-gu, after serving six years as Head of the Media PR Team and two and a half years as PR Director, moved to the Reconstruction Project Division in this personnel reshuffle, signaling that a Grade 4 promotion is imminent.
Kim Eun-kyung, the PR Officer of Dongdaemun-gu, who entered through the Seoul City Grade 7 open competitive exam, was promoted to Head of the Autonomous Administration Division, a key position within the district office, securing a favorable position for a Grade 4 promotion.
Additionally, Kim Dong-il, Head of the Press Team in Gangnam-gu, was promoted to Grade 5 and appointed as Acting Director of the Major Accident Prevention Office.
Ham Yong-joo, Head of the Press Team in Yangcheon-gu, was promoted to General Affairs Team Leader.
Along with them, An Joo-hyun, a senior staff member in Mapo-gu, and Lee Yeon-bin, a senior staff member in Yongsan-gu, also enjoyed the joy of promotion to Grade 6.
In this way, promoters in Seoul City and its autonomous districts have consistently seized promotion opportunities during personnel reshuffles, and it is known that many public officials are quietly making efforts to challenge themselves.
A Seoul City official stated, “The PR division has now established itself as a key position,” adding, “Especially for officials approaching promotion, there are cases where they challenge themselves despite some difficulties.”
