Up to 60-Story Reconstruction Allowed in Nowon and Hagye Station Areas

Public Notice for District Unit Plan Review in Sanggye, Junggye, and Hagye-dong Areas
Maximum Floor Area Ratio of 400% Applied for Complex Development
At Least 10% Non-Residential Use Required

Apartments in the areas of Sanggye, Junggye, and Hagye-dong in Nowon-gu, Seoul, will be allowed to be reconstructed up to 60 floors. This comes as regulations related to floor area ratio and height will be relaxed when pursuing mixed-use development in station areas such as Nowon Station and Hagye Station.


Up to 60-Story Reconstruction Allowed in Nowon and Hagye Station Areas

On the 29th, the Seoul Metropolitan Government announced the public inspection of the district unit plan (urban management plan) amendment for the land development district in the Sanggye, Junggye, and Hagye-dong areas. The announcement will be open until the 11th of next month.


The plan is a revision of the district unit plan for the Sanggye, Junggye, and Junggye 2 land development districts. This area is facing difficulties in promoting redevelopment projects due to high floor area ratios despite the reconstruction period being reached, drawing attention to whether the feasibility of reconstruction projects will improve.


A 'mixed-use redevelopment zone' will be designated to allow mixed-use development around the station areas of Nowon Station and Madeul Station. When designated as a mixed-use redevelopment zone, the zoning can be upgraded from a Type 3 General Residential Area to a Semi-Residential Area. The floor area ratio will be relaxed up to 400%, and the height up to 60 floors (180m).


The complexes designated as mixed-use redevelopment zones include Sanggye Jugong Complexes 3, 6, and 7 near Nowon Station; Sanggye Jugong Complexes 11 and 12 near Madeul Station on Line 7; and Hyundai Woosung, Hanshin, Cheonggu near Hagye Station on Line 7, as well as Junggye Cheonggu 3rd Complex, Geonyeong 3rd Complex, Dongjin Sinan, and Junggye Jugong Complex 6 near Eunhaeng Intersection. Mixed-use redevelopment zones must allocate at least 10% of the area for non-residential uses such as offices and shopping malls. The mandatory public contribution ratio is 15% of the site area.


The apartments targeted for the mixed-use redevelopment zones currently have a height of 15 floors, with a total of 17,152 households. If all these apartments are reconstructed up to 60 floors, the number of households will reach approximately 68,000.


The Seoul Metropolitan Government set different standards for the composition of non-residential uses in complexes designated as mixed-use redevelopment zones depending on the area. Nowon Station will allocate office and support functions linked to the Changdong Vehicle Depot development project, which is being developed mainly for the bio-medical industry. The area around Eunhaeng Intersection Station on the Dongbuk Line will be developed as an education-specialized hub.


For complexes not designated as mixed-use redevelopment zones, a Type 3 residential area zoning (250% floor area ratio) and a height limit of 150m will apply. Along the Jungnangcheon Stream, street activation facilities such as street-type commercial buildings will be arranged, and the height will be managed around 60m.
