National Police Agency, Establishes International Response Platform for 'Child Sexual Exploitation Material Removal and Blocking'

Realizing the Victim's Right to Be Forgotten

The National Police Agency's National Investigation Headquarters announced on the 1st that it has established and officially launched an international response platform called "Ainarae," which allows law enforcement agencies from various countries to mutually request the deletion and blocking of child sexual exploitation materials distributed online.

The National Police Agency has advocated for the necessity of international solidarity to eradicate child sexual exploitation materials through various international events and video conferences, urging countries to participate in joint responses for deletion and blocking. As a result, six countries?Nepal, Taiwan, Singapore, Indonesia, Thailand, and the United Arab Emirates?as well as the U.S. National Center for Missing & Exploited Children have expressed their willingness to participate. The National Police Agency completed a pilot operation by the 30th of last month and plans to present the Ainarae agenda at the ASEANAPOL working meeting to request participation from all ASEAN countries.


The main functions of Ainarae are ▲automatic classification ▲deletion requests ▲blocking requests. First, a database is built by registering lists of URLs of legal and illegal sites provided by each member country. Automatic classification instantly indicates which country regulates a problematic site’s URL containing child sexual exploitation materials and whether the site is illegal when the URL is entered into the Ainarae input window, based on the database.


The deletion request function is used when child sexual exploitation materials are listed but the site itself is marked as legal, allowing member countries to request deletion. The blocking request function is used when a site containing child sexual exploitation materials is classified as illegal. If a member country discovers a site deemed illegal during an investigation, it can request all other member countries to block the site URL through Ainarae. Member countries that receive deletion or blocking requests proceed with deletion or blocking according to their domestic procedures.


The National Police Agency stated, "We will do our best to ensure that the right to be forgotten for victims is practically realized through strengthened international solidarity mediated by Ainarae," and added, "We hope that countries around the world will join in eradicating child sexual exploitation materials."
