A traffic safety smartphone solution that alerts pedestrians and drivers of collision risks via smartphones will be launched on the market through a regulatory sandbox. Additionally, a new way to easily transfer long-term rental cars to others will be opened.

The Korea Chamber of Commerce and Industry (KCCI) and the Ministry of Science and ICT held the ‘ICT Sandbox Deliberation Committee’ on the 28th and approved a total of 12 projects, including 8 projects submitted and supported by the KCCI Sandbox Support Center.


First, LG Electronics’ application for the 'Traffic Safety Smartphone Solution Soft V2X' project was approved through an active interpretation. This service collects and analyzes location information from CCTV, vehicle terminals, and other sources to provide real-time collision risk alerts to smartphone app users.


The technology was already developed as the world’s first, but commercialization had been delayed due to ambiguous regulations. The service requires sharing location information collected via CCTV, but under the Location Information Act (Act on the Protection and Use of Location Information), providing personal location information to third parties requires the consent of the information subject. Furthermore, under the Personal Information Protection Act, except for those authorized to collect and provide traffic information, installing and operating CCTV in public places is prohibited, which delayed commercialization.


To implement the smartphone-based traffic safety solution 'Soft V2X (vehicle to everything)', LG Electronics utilizes advanced technologies such as smartphone location and motion sensors, AI object detectors (CCTV), smart roadside base stations linked with intelligent transportation systems (C-ITS), and 5G cloud. Through this, collision risk alert services will be provided not only to pedestrians but also to various users including vehicles, bicycles, and kickboards.


LG Electronics plans to promote a demonstration project in cooperation with Seoul and Sejong cities by building and outsourcing the operation of CCTV and 5G cloud infrastructure. An LG Electronics official explained, "With just a smartphone, it is possible to interconnect with various mobility modes such as pedestrians, vehicles, kickboards, and bicycles, which can prevent traffic accidents and reduce accident risks in various situations."


Additionally, the 'Test Drive Service for Long-term Rental Vehicle Succession' applied by Kading also received active interpretation approval on the same day. This service mediates transactions between sellers who want to transfer long-term rental vehicles and buyers who want to succeed them. Buyers can test drive the seller’s rental vehicle for a certain period free of charge and decide whether to succeed it; if they choose not to succeed, they pay a predetermined test drive fee and return the vehicle. The Deliberation Committee also approved demonstration exceptions for six companies including TMI for the 'Urban Smart Storage Convenience Service,' which rents storage spaces inside urban buildings and manages them unmanned.


Choi Hyun-jong, head of the KCCI Sandbox Team, said, "Thanks to the government’s active legal interpretation, new business models that enhance public safety and convenience, such as the traffic safety smart solution and rental car succession test drive service, have become possible. The KCCI Sandbox Support Center will continue to actively support the rapid market launch of innovative business models."
