Uljin County in North Gyeongsang Province will introduce a paperless electronic contract system starting in July, requiring all documents related to county-issued contracts to be submitted online.
Until now, companies faced time-consuming and costly inconveniences as they had to submit documents in person to both the business and contract departments at each stage, from contract signing to commencement and completion. The county also bore the burden of storing and organizing a vast amount of contract-related paperwork, along with the risk of document loss.
In response, the county has decided to implement paperless electronic contracts as a practical measure to improve work processes, which is a key initiative of the 8th popularly elected county administration.
Going forward, companies can easily submit documents through the Ministry of the Interior and Safety's electronic document system, "Document 24," and the Public Procurement Service's "Nara Marketplace." The county will store and manage the submitted documents as electronic files in the local finance system, without printing them out on paper.
With the introduction of this electronic contract system, the county expects to reduce the annual use of paper by approximately 477,000 sheets for over 3,000 contracts (based on the main office), cutting carbon dioxide emissions by 1.37 tons and significantly lowering the time and economic costs for companies visiting administrative agencies.
County Governor Son Byeongbok said, "Going forward, we will boldly reform existing practices and regulations to meet the increasingly complex and diverse administrative demands and environmental changes, relieving inconveniences for residents and striving to enhance the quality of administrative services."
Uljin County will pilot the paperless electronic contract system at the main office and plans to gradually expand it to all business offices and towns in the future.
