Rep. Lee Jun-seok of the Reform New Party Personally Installed Banner
Removed for Violating Display Period 'From 2023~'
Lee Jun-seok, a member of the Reform New Party, has argued that the newly established science high school in southern Gyeonggi should be located in Hwaseong Dongtan, and he hung a banner with related content near the Gyeonggi Provincial Office of Education. However, the banner is scheduled to be removed and replaced due to violations of outdoor advertising regulations, including the 'display period' violation.

On the 26th, Lee revealed on his YouTube channel that he personally installed the banner. In the video, he is seen tying the banner strings to a tree and focusing on putting up the banner.
The banner reads, "The optimal location for the newly established science high school in southern Gyeonggi is Hwaseong Dongtan." The controversy arose because the date displayed on the banner was incorrect. The date on the banner is written as 2023 instead of 2024.
In response, a netizen reported Lee’s banner to the local government on the 27th. The author, Mr. A, explained the reason for the report, saying, "I saw a post titled 'Lee Jun-seok illegal banner' on an online community," and that Lee Jun-seok, a member of the Reform New Party, uploaded a video on his YouTube channel showing him putting up a banner in front of the Gyeonggi Provincial Office of Education, which violated the display period." He added, "I immediately reported it to Yeongtong District Office in Suwon City, the local government under the jurisdiction of the Gyeonggi Provincial Office of Education, through the National Petition System and requested forced removal," and criticized, "I question whether a lawmaker who cannot even properly follow basic laws is qualified to legislate laws in the National Assembly and represent the sovereign people."
According to the complaint disclosed by Mr. A, the display period on Lee’s banner is marked as '23.06.29~23.07.10.' This year is 2024, but the date was written as last year. Mr. A claimed, "The banner violates the current 'Outdoor Advertising Act' and the 'Enforcement Decree of the Outdoor Advertising Act'." According to Article 8, Paragraph 2 of the Outdoor Advertising Act, the person who installed the outdoor advertisement must promptly remove the advertisement once the display or installation period has expired.
A Yeongtong District Office official stated, "Since the display period is incorrect, we plan to forcibly remove it," and added, "We will create a new banner and relocate it." The official further explained, "When posting a banner within 10 meters of a crosswalk, the bottom part of the banner must be at least 2.5 meters high, and the lowest part of the banner string must be at least 2 meters high. However, the banner was slightly below 2 meters. After confirming the violation of regulations, we contacted the political party."
