Pre-Discount to Post-Cashback
The Ulsan Love Gift Certificate, known as 'Ulsan Pay,' will have its discount method changed starting this September.
The Ulsan City Government announced on the 28th that from September 1, the Ulsan Pay discount will shift from a pre-discount to a post-cashback method, where points are reimbursed after use.
This change is a nationwide measure implemented in accordance with the Ministry of the Interior and Safety's '2024 Regional Gift Certificate National Subsidy Support Guidelines,' aiming to prevent fraudulent distribution of regional gift certificates and to enhance policy effectiveness.
Accordingly, when users charge the current maximum discounted amount of 200,000 won, they previously paid 186,000 won (a 7% discount). After the change, users will pay the full 200,000 won, and upon making payments, 7% of the payment amount will be returned as points, allowing a total usage of 214,000 won.
Ulsan City plans to complete system development by July and will provide advance notice through the Ulsan Pay app, the city’s official website, and social media from July to August to prevent user confusion.
To prevent double support due to the post-cashback conversion, all pre-discount incentives held by users will be collected through the Ulsan Pay operating system for two hours from 10:00 p.m. to midnight on August 30, two days before the discount method changes.
Furthermore, from 10:00 p.m. on August 30 to midnight on August 31, Ulsan Pay charging will be suspended. However, payments will proceed as usual to minimize user inconvenience.
An Ulsan City official stated, “Although this revision may cause some inconvenience in using Ulsan Pay, we expect that the transition to post-cashback will shorten the Ulsan Pay circulation cycle, stimulate consumption, revitalize the local economy, and increase policy effectiveness, including support for Good Price Stores.”
