12km Section Expanded from 4 to 8 Lanes to Alleviate Chronic Congestion
Mayor Lee Sang-il: "Project Shortened by 3 Years... Completion Possible by 2030"
Gyeonggi-do Yongin City’s preliminary feasibility study for the expansion project of National Road No. 45 will be exempted. The exemption of the preliminary feasibility study for National Road No. 45 has been a continuous demand by Yongin City to ensure the smooth establishment and logistics movement of the 'Advanced System Semiconductor National Industrial Complex' in the Yongin Idong and Namsa-eup areas.
According to Yongin City on the 27th, the government decided the day before to exempt the preliminary feasibility study for the expansion of National Road No. 45 and to provide national funding.

This project involves expanding a 12 km section of National Road No. 45 from Daechon Intersection in Namdong, Cheoin-gu, Yongin to Jangseo Intersection in Yangseong-myeon, Anseong City, from the existing 4 lanes to 8 lanes. The Yongin section of National Road No. 45 currently experiences severe traffic congestion during commuting hours. There have been concerns that congestion will worsen due to increased construction vehicles once the semiconductor industrial complex project is fully underway.
Originally, even if this project were to be included in the Ministry of Land, Infrastructure and Transport’s '6th National Road and Local Road Plan' expected to be established in the first half of 2026, considering procedures such as basic design and preliminary feasibility study, construction was expected to start no earlier than 2029. However, with the recent exemption decision, the city expects the start and completion of construction to be advanced by about three years.
Lee Sang-il, Mayor of Yongin City, said, "The government’s decision to exempt the preliminary feasibility study and provide national funding will greatly help the successful establishment of the system semiconductor industrial complex and alleviate traffic inconvenience for citizens." He added, "We will expedite the expansion project and strive to complete construction by the second half of 2030, when Samsung Electronics’ first production line in the industrial complex is scheduled to begin operation."
The government estimates that the project will require a total of 1.0885 trillion KRW, including 807.9 billion KRW for mainline expansion and 280.7 billion KRW for the construction of two interchanges.
Earlier, in March, Mayor Lee requested the exemption of the preliminary feasibility study for this project during the 'People’s Livelihood Discussion' presided over by President Yoon Seok-yeol at Yongin City Hall. In April, he also sent a related letter to Park Chun-seop, Chief Secretary for Economic Affairs at the Presidential Office, requesting this exemption.
Meanwhile, on the 26th, the government announced the 'Comprehensive Support Plan for the Semiconductor Ecosystem' at the Economic Ministers’ Meeting, which involves support worth 26 trillion KRW. The plan includes exemption of the preliminary feasibility study for the expansion of National Road No. 45, exemption of the preliminary feasibility study and cost-sharing by Korea Water Resources Corporation for the integrated dual pipeline water supply for Yongin’s national and general industrial complexes, and support plans for power plant construction and phased transmission line establishment within the Yongin national industrial complex. The government is expected to provide about 2.6 trillion KRW for the expansion of National Road No. 45 and the construction of water and power network facilities.
Mayor Lee said, "Yongin City will carefully manage all processes to ensure that infrastructure construction plans for roads, water supply, and power proceed without any setbacks."
