Personal Information Protection Commission "Strengthening Personal Data Protection on Order and Delivery Platforms through Self-Regulation"

The Personal Information Protection Commission announced on the 27th that the level of personal information protection in the order and delivery sector has improved as a result of the implementation of public-private cooperative self-regulation with the industry.


According to the Personal Information Protection Commission, since the implementation of self-regulation, the safety measures for personal information of customers using order and delivery platforms, as well as those of restaurants and delivery workers who were previously in blind spots, have been strengthened.


Many companies participating in the self-regulation applied additional measures they established themselves beyond the mandatory requirements under the law. Once the customer's ordered food is delivered, the customer's personal information is masked within a maximum of 24 hours, and restaurants and delivery workers are required to access the personal information processing system through authentication methods.


In addition, the transmission and reception of order information among order brokerage platform companies, order integrated management system companies, and delivery agency platform companies have been improved to an application programming interface (API) linkage method that allows verification of who exchanged what information. Previously, access records were manually written, but now functions are implemented within the order and delivery system, and personal information education materials are also provided to restaurants and delivery workers.


Previously, the Personal Information Protection Commission introduced public-private cooperative self-regulation targeting the online platform sector to respond to changes in the personal information environment. Participating companies and the Commission jointly create enhanced personal information protection measures to be applied within the platform and comply with them.


The self-regulation for the order and delivery sector has been in effect since February last year, and currently, 13 companies from three industries, including order brokerage platform companies such as Woowa Brothers and Coupang, as well as order integrated management system companies and delivery agency platform companies, are participating.


The Personal Information Protection Commission plans to share best practices with participating companies on the first anniversary of the implementation of the public-private cooperative self-regulation in the order and delivery sector and provide benefits such as government awards and reductions in fines and penalties for violations of personal information laws.


Ko Hak-su, Chairperson of the Personal Information Protection Commission, stated, "We will continue policy support, such as widely promoting best practices, to create and expand a personal information protection environment through voluntary efforts by the private sector rather than uniform government regulation."
