If Idling Exceeds 5 Minutes at Apartments in Gyeonggi-do, Motorcycles Also Face a 50,000 Won Fine Gyeonggi Provincial Government

Starting in July, motorcycles and other two-wheeled vehicles will also be subject to idling restrictions. Additionally, multi-family housing complexes subject to mandatory management under the ‘Apartment Management Act,’ such as apartment buildings with 300 or more households, will be eligible to be designated as idling restriction zones.

Gyeonggi Province announced on the 27th that the revised ‘Gyeonggi Province Automobile Idling Restriction Ordinance,’ which includes these provisions, will take effect on July 1.

Accordingly, if a two-wheeled vehicle idles for more than 5 minutes in an idling restriction zone, or if a vehicle (including two-wheeled vehicles) idles for more than 5 minutes within a designated multi-family housing complex, a fine of 50,000 KRW will be imposed upon detection.

However, idling for less than 5 minutes is not subject to penalties when the temperature is below 5℃ or above 27℃.

Currently, multi-family housing complexes subject to mandatory management under the ‘Apartment Management Act’ include ▲ apartment buildings with 300 or more households ▲ apartment buildings with 150 or more households equipped with elevators ▲ apartment buildings with 150 or more households using centralized heating (including district heating systems).

Lee Yoon-sung, Director of the Air Environment Management Division of Gyeonggi Province, stated, "With the spread of delivery culture, the operation of two-wheeled vehicles has increased, causing problems such as noise and dust that deteriorate the residential environment, so we have expanded the scope of vehicles and areas subject to idling restrictions." He added, "As this is a measure to promote residents’ health and improve air quality, we ask for your special cooperation."

Meanwhile, as of March this year, there are a total of 3,068 idling restriction zones within Gyeonggi Province.
