During the first year and a half of the 8th term, Shin Jong-woo served as Eunpyeong District Deputy Mayor alongside Mayor Kim Mi-kyung; on July 1, he was promoted to Grade 2 and transferred to Nowon District Deputy Mayor, receiving heartfelt praise from Mayor Kim and department heads.

"Deputy Mayor Shin Jong-woo has worked so diligently that we really don't want to see him go, but since he says he is leaving for his own advancement (promotion), we cannot hold him back..."

This was a recent remark made to a reporter by Kim Mi-kyung, Mayor of Eunpyeong-gu. It sounded like genuine affection coming straight from the heart, not just mere lip service.

Another key department head, Mr. A, expressed similar sentiments. On the morning of the 26th, he said, "Deputy Mayor Shin Jong-woo was the best Deputy Mayor Eunpyeong-gu has ever had during his public service," and added, "I have heard others say the same thing in recent conversations with other executives."

The reason Deputy Mayor Shin Jong-woo received such heartfelt remarks from Mayor Kim Mi-kyung as well as from other executives is said to be well justified.

When issues like the jeonse fraud problem arose and the hometown love donation campaign became a pressing matter, Mayor Kim assigned Deputy Mayor Shin to form a task force (TF) to respond swiftly and actively supported these efforts.

As a result, Eunpyeong-gu achieved excellent outcomes, including ranking first in the hometown love donation fundraising.

The biggest factor is interpreted to be that Mayor Kim created an environment where Deputy Mayor Shin could work passionately.

Deputy Mayor Shin said, "I believe it was possible because Mayor Kim always empowered me to do my work."

Mayor Kim, now serving her second term, is evaluated as a respected leader who has always empowered her deputy mayors while working with several of them. This is in stark contrast to other local government heads who are said to make things difficult for their deputy mayors, earning her applause.

One executive said, "Deputy Mayor Shin, having passed the 38th Administrative Examination and served in key positions in Seoul City, showed an outstanding ability to view issues comprehensively."

For example, it is known that during meetings chaired by the mayor, when some department heads took the wrong direction, he would intervene appropriately and coordinate good solutions with exceptional skill.

Moreover, he was known for his warm heart, always considerate of employees' difficulties, which earned him many loyal followers among the staff.

However, Deputy Mayor Shin will be transferred and must leave on July 1st to take the position of Deputy Mayor of Nowon-gu, a Grade 2 Deputy Mayor post, and all employees are happily congratulating him on his promotion.

Deputy Mayor Shin is an elite executive official who graduated from Yonsei University with a degree in Public Administration, passed the 38th Administrative Examination, and began his public service career in Seoul City, having served as General Affairs Director and Job Economy Planning Officer, among other roles.
