At the 3rd plenary session of the 1st regular meeting of the 322nd session of the Gwangju Metropolitan City Seo-gu Council, Oh Miseop, a member of the Democratic Party of Korea, requested Seo-gu Office to actively strive to improve the effectiveness of the gender-responsive budgeting through a 5-minute free speech.
The gender-responsive budgeting system has been implemented by local governments since 2013 in accordance with the Local Finance Act. It is a system that analyzes the impact of policies and budgets on women and men, allocates budgets in a gender-equal manner, and realizes gender equality.
However, the 2023 gender-responsive settlement report of Seo-gu revealed limitations in evaluating gender impact due to the absence of performance goals, statistical errors, and insufficient preparation.
Accordingly, Councilor Oh requested efforts to improve the effectiveness of the gender-responsive budgeting system, including ▲ promoting educational programs on gender-responsive budgeting ▲ preparing practical guidelines for gender-responsive budgeting ▲ and making efforts to establish and achieve proper performance goals.
Councilor Oh stated, “I hope that through Seo-gu Office’s active efforts, the importance and content of the gender-responsive budgeting system will be fully recognized, and accurate evaluations will be reflected so that the system is properly utilized,” adding, “I expect these efforts to make Seo-gu a happy place for both men and women.”
At the 321st temporary session, Councilor Oh revised the 'Ordinance to Improve the Effectiveness of Seo-gu’s Gender-Responsive Budgeting System,' which includes reflecting the evaluation results of gender-responsive budget and settlement reports in the following year and preparing practical guidelines.
