Benefits Expanded to Adolescents Aged 13 to 18 Starting in July
Busan City will introduce and implement the 'Youth Dongbaek Pass' for those aged 13 to 18 starting in July, aiming to promote the use of the nation's first integrated public transportation discount system, the 'Dongbaek Pass,' and to expand its benefits.
The current 'Dongbaek Pass' is available to adults aged 19 and over. If they spend more than 45,000 KRW per month on registered city buses, village buses, subways, light rail, and the Donghae Line in Busan, the excess amount up to 90,000 KRW (maximum 45,000 KRW) is reimbursed as Dongbaekjeon.
The 'Youth Dongbaek Pass' considers the lower public transportation fares for youths and reimburses the excess amount up to 50,000 KRW (maximum 25,000 KRW) as Dongbaekjeon if they spend more than 25,000 KRW per month.
As a result, approximately 155,000 youths in the city will be eligible for public transportation fare reimbursement benefits.
With the introduction of the 'Youth Dongbaek Pass,' citizens of all ages in Busan can now enjoy reduced public transportation fares. This marks the first case in the country where a city not only implements an integrated public transportation discount system but also provides fare reduction benefits to citizens of all ages.
Since the introduction of the Dongbaek Pass in August last year and the free public transportation fares for children in October, adults aged 19 and over and children aged 12 and under have been receiving reimbursement or exemption benefits for public transportation fares. With the final implementation of the Youth Dongbaek Pass for those aged 13 to 18, citizens of all ages will be able to benefit from reduced public transportation fares.
The 'Youth Dongbaek Pass' can be used by obtaining a Dongbaekjeon prepaid transportation card, signing up for the Dongbaek Pass, registering as a youth, and charging transportation fares to the card.
The Dongbaekjeon prepaid transportation card can be applied for through the Dongbaekjeon app (delivery takes 3 to 7 days) or issued at Busan Bank branches. However, 13-year-old youths cannot apply for or receive the card on their own; a legal guardian or parent must bring the required documents to a Busan Bank branch to obtain the card.
After obtaining the Dongbaekjeon prepaid transportation card, signing up for the Dongbaek Pass is mandatory. Those aged 13 can sign up at Busan Bank branches, while those aged 14 and above can sign up through the Dongbaekjeon app.
Youth registration (entering one's date of birth) can be done at convenience stores or through the transportation card charging app 'Easle Charging Station.' If a youth does not register their date of birth, they will be charged the adult fare and will not be eligible for the Youth Dongbaek Pass reimbursement, so attention is required.

Mayor Park Hyungjoon stated, "I hope that the implementation of the Youth Dongbaek Pass will provide some relief to households struggling with ongoing high prices," and added, "We will continue to expand benefits and improve services to make public transportation more accessible for many citizens through the nation's first integrated public transportation discount system, the 'Dongbaek Pass.'"
