10th Year of Appointment for Part-Time Public Officials, Research Service Commissioned for System Improvement
The National Time-Selective Public Officials Labor Union (Chairperson Jeong Seong-hye) signed a research service contract on the 25th with Professor Chae Jun-ho of Jeonbuk National University for consultation on the "Survey on the Actual Conditions and Improvement Directions Following 10 Years of Time-Selective Public Official Employment."
Since the recruitment of time-selective public officials began in 2014, there are currently 3,562 such officials working nationwide (refer to the 2023 National Public Officials Personnel Statistics, published by the Ministry of Personnel Innovation), of which 2,085 are local officials and 1,477 are national officials.
Regarding local officials, in 2018, the Ministry of the Interior and Safety deleted Article 51-6 of the Local Public Officials Appointment Decree, which mandated that at least 1% of the planned recruitment quota be filled by time-selective public officials. This deletion abolished batch recruitment, causing the number of appointments to sharply decline to about 19, less than 20. Furthermore, in 2020, the Ministry of Personnel Innovation halted batch recruitment for national officials as well, resulting in no new hires. Consequently, the number of time-selective public officials in service has been naturally decreasing each year.
Jeong Seong-hye, Chairperson of the Time-Selective Public Officials Labor Union, stated, "Since the suspension of recruitment for time-selective public officials, there has been no government-level research on how to operate this system going forward, so the union decided to conduct the research service directly. The results of the research service are scheduled to be presented at a National Assembly forum in September."
