Jung-gu Council Concludes 2024 Administrative Audit...Review of Various Pending Projects, Policies, and Budget Execution Status
Promoting Substantive Administrative Audit through Visits to Key Project Sites
The Jung-gu Council of Seoul (Chairperson Gil Gi-young) concluded the 2024 administrative audit, which was conducted over nine days from June 13 to 21 during the 287th 1st regular session.
This administrative audit was carried out targeting 58 locations including the main office, public health centers, community service centers, facility management corporation, and cultural foundation to ensure proper municipal administration and efficient administrative execution. Each standing committee reviewed various current projects, policies, and budget execution status to examine overall district governance.
The main audit points included ▲insufficient submission of materials and poor attitude of audited institutions ▲welfare policies involving cash handouts without consideration of fairness ▲formulating measures to improve the collection rate of non-tax revenue ▲securing external funding and minimizing unused funds ▲exploring ways to increase self-generated income through utilization and opening of idle spaces ▲fair contracting with companies and staff recruitment ▲measures to encourage population inflow and birth rate ▲expansion of liquid food support projects for vulnerable groups ▲and demands for efficient budget planning and execution.
In preparation for the administrative audit, the Jung-gu Council reviewed and analyzed related materials submitted in advance by the executive branch. Additionally, on May 27 and June 3, the Welfare and Construction Committee, and on June 5, the Administration and Health Committee conducted on-site visits to identify key issues and problems in projects requiring close inspection and to prepare countermeasures, thereby ensuring a more substantive administrative audit. After the site inspections, the committee members reiterated the importance of safety management at construction sites and ensuring no inconvenience in the use of various facilities.
The committee members stated, “Since the purpose of the administrative audit is to contribute to district development and the welfare of residents and to enhance administrative efficiency, we hope the executive branch will actively reflect the pointed issues and suggested alternatives in future district administration so that all residents can enjoy a happy Jung-gu.”
Meanwhile, the Jung-gu Council plans to adopt the ‘2024 Administrative Audit Results Report’ at the 4th plenary session of the 287th regular meeting on the 28th and forward it to the executive branch. They will also review the handling results of the pointed issues and future implementation plans.
