Gyeonggi Province Governor Kim Dong-yeon met with National Assembly Speaker Woo Won-shik to request support for key legislative tasks in Gyeonggi Province, including the enactment of the Semiconductor Special Act, the establishment and revision of the RE100 Three Acts, and the enactment of the Special Act for the Establishment of the Northern Gyeonggi Special Self-Governing Province, collectively referred to as the 'Economic Three Acts.'


On the 20th at the National Assembly, Governor Kim said, "We are planning a large-scale semiconductor cluster centered around Nam-sa, Yongin, involving Samsung and SK Hynix, but the issues are water supply and electricity," adding, "The Semiconductor Special Act includes provisions related to water supply and renewable energy, so I would appreciate it if the Speaker could take an interest. Please also pay attention to the RE100 Three Acts and the Special Act for the Establishment of the Northern Gyeonggi Special Self-Governing Province."


He continued, "I call myself a 'Climate Governor,' and since the Speaker's major is environmental engineering, I think you are a 'Climate Speaker,'" adding, "Currently, the central government is quite regressive in responding to the climate crisis, and the international community is very concerned. As a Climate Governor, I am pleased to think that we can create a good synergy effect together with the Climate Speaker."


In response, Speaker Woo Won-shik said, "Fostering the semiconductor and bio industries and overcoming the climate crisis are core tasks for the future industries of our country. In this regard, I hope Governor Kim Dong-yeon, an economic expert, will play a significant role in Gyeonggi Province," adding, "These are areas of interest, and the National Assembly intends to support them diligently. I hope we can work hard together."


Governor Kim also said, "You recently spoke about constitutional amendments reflecting a new spirit of the times," adding, "I promise to fully support you if you take the lead in addressing new challenges Korea faces, such as the spirit of May 18, climate change, and low birth rates, including the issue of restructuring the power system."


Speaker Woo explained, "The framework created in 1987 has been maintained for 37 years and has reached a point where it can no longer handle our society," adding, "The function of politics is to pave the way. Even if it is not a new path, creating a minimum framework that can accommodate the paths created by the people and changes in the world is now an extremely serious and important task."


Earlier, on the 3rd, Governor Kim Dong-yeon met with Lee Jae-myung, leader of the Democratic Party of Korea, and Park Chan-dae, floor leader, to request cooperation in processing the 'Economic Three Acts.'


Meanwhile, the Semiconductor Special Act includes provisions for designating semiconductor special zones to support infrastructure such as power and water supply, concentrated corporate settlement, securing manpower, and expanding renewable energy; easing regulations in the metropolitan area; supporting fabless companies and small and medium-sized enterprises; and establishing a semiconductor ecosystem fund. The current law limits support to individual industrial complexes, restricting semiconductor integration support.


The RE100 Three Acts involve the amendment of the Renewable Energy Act to realize a national RE100, the enactment of the 'Agricultural-type Solar Power Support Act (tentative name)' to achieve rural RE100, and the amendment of the Industrial Cluster Act to realize RE100 in industrial complexes.
