Kim Kyun-ho, a member of the Gwangju Metropolitan City Seo-gu Council, emphasized strengthening crackdowns and joint responses to illegal activities in the Pungam-dong area.
According to the Seo-gu Council on the 18th, Councilor Kim stated in a 5-minute free speech during the 1st plenary session of the 1st regular meeting of the 322nd session, "One location in the Pungam-dong area is a scenic green zone where, since around 2020, acts such as road excavation and embankment work for stormwater pipe maintenance, and dumping of waste concrete have been confirmed." He added, "The district office department took administrative actions such as ordering restoration and filing legal violation reports after confirmation, but the offender has shown no willingness to accept the measures, filing lawsuits and appealing even after dismissals."
Currently, there are concerns about safety accidents for citizens passing through this area. According to on-site inspections and resident reports, these illegal activities are suspected to be part of the park golf course construction process.
Councilor Kim continued, “Residents reported that another location in Pungam-dong, a green zone, has a farm shed installed that is being used contrary to its original purpose, and continuous changes to the surrounding terrain seem to be occurring. Accordingly, the relevant departments conducted on-site inspections and found that the temporary structure, the farm shed, was expanded beyond the originally reported area, and significant areas of farmland were covered with gravel, leading to administrative disposition notifications. On-site, preparatory work such as drainage pipe installation and electrical wiring installation has been completed, and residents view this as preparation for establishing a glamping site,” he mentioned.
He added, “Regarding the demolition of stairs on the Geumdangsan hiking trail, if mutual confirmation and consent procedures with the original owner had been conducted at the time of establishment, the current lawsuit might not have proceeded. Also, the demolished stair site has been left unattended, raising safety concerns, so prompt action is requested.”
Finally, he said, “Ultimately, I hope residents feel the effectiveness of administration and establish a cooperative and trusting relationship with the administration. Illegal and unauthorized acts are difficult to expect perfect restoration, and the longer they are left unattended, the more administrative effort is required. Therefore, I request strong administrative measures and active responses through cooperation among related agencies and departments. I also acknowledge the hard work of the relevant departments that identified and addressed the violations.”
