On the same day, Cho Kyu-hong, Minister of Health and Welfare, said at the Central Disaster and Safety Countermeasures Headquarters meeting on doctors' collective actions, "Although the KMA is a statutory organization entrusted with the social responsibility of promoting public health and improving healthcare, it is planning illegal collective actions and encouraging doctors to participate." He pointed out, "Furthermore, just hours before the illegal refusal of medical services, they announced three demands to the government and stated that if these demands are not accepted, they will continue the illegal refusal of medical services."

Minister Cho said, "This not only violates the purpose and intent of the organization's establishment as defined by law but is also an act by the medical community that betrays the trust of the public, which is very regrettable and unfortunate," adding, "Collective refusal of medical services that threatens patients' lives cannot be justified for any reason."
