Yoon Jeong-min, Gwangju Seo-gu Council Member, Urges Measures for Apartment Cracks

Yoon Jeong-min, a member of the Gwangju Metropolitan City Seo-gu Council, announced on the 17th through a 5-minute free speech at the 322nd 1st Regular Meeting 1st Plenary Session, urging the establishment of safety measures for the cracks in the flower beds and interior and exterior walls of Kumho-dong Siyoung 1st Complex Apartments.It is known to be a place where ground subsidence in the parking lot has occurred recently due to subway construction.

Councilor Yoon stated, "Although efforts are being made throughout Seo-gu to enhance the 'safety' in various aspects of residents' lives, such as promoting 'Safe Village,' incidents that increase residents' anxiety are occurring to the extent that these efforts seem in vain."


He continued, "Cracks have been confirmed in several places in Building 101 of Kumho-dong Siyoung 1st Complex Apartments. The cracks in the flower beds have widened enough to fit an adult's hand, and the depth is estimated to be about 30 cm. Cracks are expanding in several places on the apartment exterior walls and inside the corridors, and anxious residents are eagerly awaiting the prompt implementation of safety measures."


He also said, "Apartment residents sensed serious risks and have been filing complaints and requesting emergency measures since February. It was only in May that, through technical consultation (one selected by residents and two by the Urban Railroad Corporation), it was confirmed that groundwater leakage caused by subway construction might have influenced the ground subsidence, but they have yet to receive an official response."


The construction company does not acknowledge subway construction as the main cause and is only taking temporary patchwork measures without any communication with the residents. Furthermore, there has been no proper guidance regarding the ongoing subway construction, which is confirmed to be about 67% complete, leading to residents' distrust," he pointed out.


Finally, Councilor Yoon emphasized the need for safety measures and countermeasures by the Urban Railroad Corporation and the construction company, and additionally stated, "For a 'Safe City Seo-gu' and 'Reliable Seo-gu by My Side,' I request active interest and roles from the Housing Division and Safety General Division of the district office, which are closest to the Seo-gu residents, to protect the lives and spaces of residents whose daily lives are being threatened."
